Job description
The GSI Restructure Program Manager will will own schedule and cost replan strategy, drive IMS clarity across sub-IPTs, manage cross-functional handoffs, and ensure risks, issues, and opportunities are identified and mitigated to meet directorate targets and timelines.
The successful applicant will:

Lead and execute the directorate GSI restructure and replan, owning scope, schedule, cost, and deliverables.

Coordinate with all sub-Integrated Product Teams (sub-IPTs) to ensure IMS givers/receivers and schedule handoffs are clearly defined and executable.

Validate plan logic and critical path integrity across the integrated master schedule; propose and implement corrective schedule logic where needed.

Ensure replan cost targets are met; coordinate cost tradeoffs and track impacts to program baseline.

Oversee identification, analysis, and tracking of risks, issues, and opportunities; maintain/update risk register and drive mitigation/realization actions.

Drive cross-functional, cross-IPT, and cross-directorate coordination-facilitate decision forums, status reviews, and escalation paths.

Ensure all replan/restructure milestones and delivery timelines are met; produce regular status reports, schedule narratives, and executive briefings.

Interface with EVM/schedule analysts to ensure alignment between IMS, performance measurement baseline, and reported metrics.

Mentor and guide junior program staff and IPT leads on scheduling, risk management, and replan execution best practices.
Requirements
-
Bachelors Degree with 8 years of related experience in program management, schedule replan/reshaping, or systems integration; GN&C domain experience strongly preferred, or Masters degree and 6 years of related experience or an additional 4 years of related experience in lieu of degree

3+ years of experience as a Program Manager
-
2+ years experience performing risk management activities (risk/opportunity identification and mitigation)

Experience leading multi-IPT replan/restructure efforts and resolving complex schedule/cost integration issues.
-
Experience with scheduling tools (MS Project and/or Primavera P6), schedule analysis, and integrated master schedule practices.

Experienced in Earned Value Management (EVM) concepts and experience coordinating with EVM teams. Must be EVM certified.

Experience in Program Execution, Staffing, Engineering Metrics and Training resources, Processes, and Tools
-
Must have an active U.S. Government DoD Secret security clearance at time of application, current and within scope, with an ability to obtain and maintain Special Access Program (SAP) approval within a reasonable period, as determined by the company to meet its business need
These Qualifications Would be Nice to Have:

STEM degree (Science, Technology, Engineering, Mathematics)

Master's degree in Science, Technology, Engineering or Math (STEM) or related discipline

Prior experience in aerospace/defense programs managing critical suppliers.

Excellent written and verbal communication skills; able to create executive-level briefings and facilitate cross-organizational decision-making.

Prior experience in aerospace/defense GN&C programs and systems engineering lifecycle.

Experience with cost estimating and cost trade analysis.
-
1 year of experience leading a project and/or driving performance against schedule
-
Active U.S. Government DoD Top Secret security clearance

Experience in People and Technical Leadership roles

2 years of experience with program control (IMS, EVMS), budgeting, and staffing

Experience managing suppliers
-
Experience with all phases of the systems engineering development life cycle, specifically requirements validation and verification
-
Experience with Model-Based Systems Engineering and DOORS or Cameo tools
-
Experience with Risk Management and/or Cost-Risk-Benefit Analysis
-
Experience with working with government/military personnel at government/military facilities
-
Familiarity with Agile methodologies and practices

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off., Primary Level Salary Range: $166,700.00 - $250,100.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
