Position Overview and Responsibilities
This position serves as the Deputy Application Lifecycle Management Administrator for the Technical Architecture Unit, in the Office of Florida Health Care Connections (FX) in the Agency for Health Care Administration. The Deputy Application Lifecycle Management Administrator is responsible for helping manage and optimize the FX Program's application lifecycle management processes in contact with our lead Application Lifecycle Management Administrator. They will be responsible for the configuration, operation, and maintenance of our Atlassian Application Lifecycle Management suite of tools. This position reports directly to the lead Application Lifecycle Management Administrator. Key responsibilities for this position are listed below.
Administer and Support Atlassian Tools:
style="margin-top:0.0in;margin-bottom:0.0in" type="disc"- -Manage the configuration, user access management, and content management, and maintenance of Atlassian products (JIRA, Confluence, Bitbucket, Artifactory, Bamboo, etc.). style="margin-top:0.0in;margin-bottom:0.0in" type="disc"- -Troubleshoot and resolve technical issues related to the Atlassian suite of tools. style="margin-top:0.0in;margin-bottom:0.0in" type="disc"- -Coordinate testing and validation of new features and bug fixes.
Configure and Customize Tools:
style="margin-top:0.0in;margin-bottom:0.0in" type="disc"- -Work closely with the lead Application Lifecycle Management administrator, as well as vendor and operations teams to identify opportunities to improve the software development lifecycle and Application Lifecycle Management processes. style="margin-top:0.0in;margin-bottom:0.0in" type="disc"- -Work with Project Management to implement and improve Project Management strategies, such as Agile development.
Process Improvement:
style="margin-top:0.0in;margin-bottom:0.0in" type="disc"- -Work closely with the lead Application Lifecycle Management administrator, as well as vendor and operations teams to identify opportunities to improve the software development lifecycle and Application Lifecycle Management processes. style="margin-top:0.0in;margin-bottom:0.0in" type="disc"- -Work with Project Management to implement and improve Project Management strategies, such as Agile development.
User Training and Support:
style="margin-top:0.0in;margin-bottom:0.0in" type="disc"- -Train and assist users in effectively utilizing Atlassian tools, including onboarding new team members. style="margin-top:0.0in;margin-bottom:0.0in" type="disc"- -Develop and maintain Application Lifecycle Management training documentation, knowledge base articles, and self-help resources. style="margin-top:0.0in;margin-bottom:0.0in" type="disc"- -Collaborate with cross-functional teams to define and implement tool requirements
Monitoring and Reporting:
style="margin-top:0.0in;margin-bottom:0.0in" type="disc"- -Operational procedures to mature the FX Operating Model from an Application Lifecycle Management Perspective. -Create bidirectional integrations between Application Lifecycle Management's and other vendor technologies.
Knowledge, Skills, and Abilities
style="margin-top:0.0in;margin-bottom:0.0in"- -style="margin-top:0.0in;margin-bottom:0.0in"- -Knowledge of Jira cloud and Jira Service Management -Knowledge of Agile Methodologies -Knowledge of Application Lifecycle Management -Basic knowledge of Jira application programming interface (API) -Strong leadership and organizational skills. -Excellent communication and interpersonal abilities -Strong written and verbal communications -Ability to read and understand technical documentation -Proficiency in Microsoft Office Suite and operations management software. -Ability to analyze data and make informed decisions. -Strong problem-solving skills, time management skills, and attention to detail.
Minimum Qualifications

BACKGROUND SCREENING
