Job description

The Assistant Deputy Commissioner for Population Health and Preparedness(PHP) provide comprehensive operational oversight of assigned offices with agency-wide impact. Serving as a key advisor and delegate of the Deputy Commissioner, this position exercises high-level judgment and discretion in coordinating and implementing a wide range of administrative and operational functions. The Assistant Deputy Commissioner guides, advises and holds delegated operational authority across PHP programmatic offices on matters affecting administrative operations and represents the agency in high level meetings, General Assembly activities, and cross-agency workgroups. The role responds to inquiries and communications on behalf of the Deputy Commissioner, collaborates with internal and external partners on compliance and operational issues, and proactively identifies areas for improvement-making recommendations to senior leadership on needed updates, requirements, and strategic communications.

Population Health and Preparedness encompass several state programmatic offices ranging across family health, preparedness, environmental health, emergency medical services, medical examiner, vital records, and epidemiology. This position, while a key leader focused on administrative and business operations, will guide overall leadership across key public health topics serving the Commonwealth. This role will work alongside state and nationally recognized experts, leading towards operational excellence that services our mission in protecting the health and promoting the wellbeing of all Virginians.

Requirements

  • Knowledge of principles and practices of public administration/management, and administrative functions and programmatic issues affecting large complex state agencies
  • Ability to provide concise operational recommendations to inform critical policy and program decisions
  • Ability to work independently; manage multiple priorities; lead others; manage professional staff on variety of projects
  • Ability to analyze data, problems and situations and conduct independent research
  • Ability to communicate effectively in writing and orally; highly organized and ability to complete multiple complex assignments within short time frames with minimal direction
  • Progressively responsible administrative management experience

  • Working knowledge of VDH-specific regulatory compliance requirements
