Job description

Reporting to the Chief Information Officer (CIO), IT Infrastructure Network & Telecommunications Manager leads a team responsible for voice, data, and video communications, network architecture, and infrastructure services. The role includes strategic planning, vendor management, and direct technical acumen to maintain high availability and performance of IT systems. This position will oversee the design, implementation, and maintenance of BCCC's network and telecommunications systems. The manager must be able to lead the highly technical staff (Juniper and Microsoft based) and work directly with the tools should the need arise, while being responsible for project management leadership across the enterprise. This role is crucial for ensuring the smooth operation of the college's IT infrastructure and telecommunications systems, supporting the institution's mission and goals.

This role involves both technical and managerial responsibilities, ensuring the efficient operation and implementation of the network, systems, servers, and communication technologies, to include Wi-Fi infrastructure and operations. The Manager will lead and mentor a team of highly technical professionals in executing the department's plans to align the network, systems & communications architecture with our mission and evolving business needs of the institution.

Responsibilities/Duties

General Responsibilities and Duties

  • Design, implement, and manage campus-wide network infrastructure (LAN/WAN/Wi-Fi)
  • Oversee VoIP systems, video conferencing platforms (e.g., Zoom, Teams), and telecom services
  • Manage network security protocols, firewalls, and intrusion detection systems
  • Coordinate with vendors for hardware/software procurement and support
  • Supervise infrastructure upgrades, cabling projects, and equipment installations
  • Monitor system performance and troubleshoot outages or bottlenecks
  • Maintain documentation for network topology, telecom configurations, and change logs
  • Lead disaster recovery and business continuity planning for IT infrastructure
  • Collaborate with academic departments to support classroom technology needs
  • Ensure compliance with state and federal IT regulations

Leadership and Management Duties

  • Manage a team of engineers and administrators, which includes training, evaluating, supervising, and mentoring employees
  • Conduct performance evaluations, formal and informal coaching and recommend actions/solutions
  • Meet with staff to identify new opportunities with technologies at the institution and implement systems to ensure stability, reliability, and to create efficiencies
  • Plan and implement best practices and industry standard technical designs to ensure the continuous operation of the network infrastructure. Serve as MS Teams Administrator
  • Develop and maintain systems within an enterprise security environment, managing security audits, vulnerability and threat assessments and directing responses to network or system intrusions
  • Manage and maintain firewalls, developing network security policies and procedures to ensure appropriate security management protocol
  • Evaluate the network infrastructure to ensure adequate capacity and technical capability; forecast network demand; design and support the institutions remote access and mobility infrastructure
  • Develop and maintain systems within the institution to include security implications and vulnerability to lead, oversee and direct responses to network or system intrusions; assist in developing and implementing network security policies and procedures
  • Lead and/or provide guidance for advanced technical work in the design, acquisition, installation, integration, operation, and maintenance of the college's integrated enterprise application, server/systems, and network infrastructure
  • Support the evolution of VMware virtualization tools (Citrix, VPN, WLAN, and BES) and associated infrastructure, maintaining current and detailed word documentation including, but not limited to, diagrams, schematics, and a system integration matrix
  • Collaborate with BCCC departments to ensure that their infrastructure needs are met and aligned with the institution's strategy and guidelines
  • Manage the telecommunications and communications infrastructure, budgets, and billing to include wired (PBX and VOIP) and cellular/mobile communications
  • Assist with the preparation of the IT capital and operational expense budgets, collaborating
  • with the development team on projects across the enterprise
  • Assist the CIO with the preparation of quarterly and yearly business reports
  • Other related duties as assigned

Requirements

  • Bachelor's degree or higher in Information Technology, Computer Science, or a related technical field, * Seven (7) years of experience in IT infrastructure and telecommunications management, which should include:
  • Network and Server Operations o Microsoft Azure, o Windows Active Directory, and o Cloud computing environments

  • Technical Experience with regards to the following: o Cisco Call Manager, Microsoft Teams, Zoom video conferencing o Network switches, routers, firewalls (Cisco, Fortinet, etc.) o PowerShell, SharePoint, Active Directory o Fiber optics and structured cabling systems

Certification(s) - Minimum of one required (verification must be provided at the time of application)

  • CompTIA Network+
  • Microsoft Certified: Teams Administrator
  • CCNA/CCNP
  • ITIL Foundation Certification
  • Other technical certification, * Master's degree in computer science, Information Technology, or a related technical field
  • Ten (10) years of experience in IT infrastructure, with a minimum of eight (8) years in a managerial experience
  • Experience managing network infrastructure projects
  • Juniper or Cisco certification
  • Familiarity with administration of routers, switches, and wireless technologies, preferred is Aruba
  • Experience working within a college/university setting

Work Environment

  • Office-based with occasional travel across campus buildings
  • Frequent interaction with classrooms, data closets, and server rooms
  • May require after-hours support for emergencies or upgrades
  • Collaborative, fast-paced, and mission-driven college setting
