Job description

The Office of Administrative Services, Division of Technology Services (DTS) delivers innovative and reliable information technology (IT) solutions that support the Personnel Cabinet's enterprise systems and operations. As part of this mission, DTS is seeking an Application Developer II to join the Application Development Branch. This position serves as a key technical liaison between business areas and the Application Development team, working closely with systems analysts and stakeholders to translate business requirements into functional, scalable application solutions. The role supports development efforts across the Personnel Cabinet's application portfolio, including web-based systems and internal business applications.

The Application Developer II plays an important role in designing, developing, testing, and maintaining applications that meet business needs while aligning with commonwealth standards, including accessibility (ADA) compliance. This position contributes to improving system performance, enhancing user experience, and ensuring reliable, maintainable solutions that support critical cabinet operations.

Primary responsibilities include, but are not limited to:

  • Collaborating with business stakeholders and systems analysts to understand and translate user requirements into technical solutions.
  • Developing, testing, and maintaining web and application-based solutions that support Personnel Cabinet operations.
  • Assisting in troubleshooting application issues, identifying root causes, and implementing effective resolutions.
  • Supporting the Personnel Cabinet's website and other application platforms, including enhancements and updates.
  • Ensuring applications meet established standards for accessibility (ADA), security, and performance.
  • Participating in application testing, including unit testing and user acceptance testing (UAT).
  • Creating and maintaining technical documentation, including design specifications and user guidance.
  • Assisting with deployments, upgrades, and ongoing system improvements.
  • Working collaboratively with internal teams, the Commonwealth Office of Technology (COT), and vendors as needed.

Requirements

Minimum Requirements EDUCATION: High School graduate.

EXPERIENCE, TRAINING, OR SKILLS: Four years of experience in Information Technology (IT) or a related field.

Substitute EDUCATION for EXPERIENCE: Additional education in Information Technology, or a related field, will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Additional experience in IT, or a related field, will substitute for the required education on a year-for- year basis OR a certification in an IT-related field will substitute for the required education.
