In this role, you will serve as the DEMHS GIS Coordinator managing the state emergency management GIS initiatives. Responsibilities will include managing GIS platforms for analyzing spatial data to support decision-making across all phases of a disaster-prevention, mitigation, preparedness, response, and recovery. The position will create comprehensive maps and conduct analyses to assess risks, track events, coordinate rescue and relief efforts, and monitor long-term rebuilding, ultimately saving lives and reducing damage This position will be a key player in the planning and development of present and future GIS services. This position will involve daily interaction with senior-level management, elected officials, and intergovernmental partners. DEMHS is looking for a self-starter who has strong interpersonal skills, can work on multiple projects, and is a great problem solver. GIS is a critical component of an emergency management program, and our goal is to recruit a GIS innovator that can take Connecticut's emergency management GIS Program to next level. Highlights of this position include:
- Serve as the Emergency Management GIS Coordinator;
- Serve as representative of the state Emergency Management GIS Working Group;
- Facilitate the development of public facing and internal planning maps demonstrating hazards, critical infrastructure, and other critical resources;
- Support the development and administration of multiple emergency management programs, which may include complex components of hazard and threat identification, risk assessment, emergency planning, capability development, and training and exercises;
- Perform GIS data analysis, management, and display;
- Perform complex or specialized data conversions as needed to conform to Connecticut GIS data standards;
- Analyze customer business needs to define appropriate GIS products or services; design and create maps;
- Coordinate with GIS professionals to ensure successful delivery of GIS data, products, and services;
- Coordinate with municipal, tribal, state, federal, and other partners on emergency operations plans and procedures;
- Responsible for staffing a position in the State Emergency Operations Center during activations.

Requirements

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional experience in research, data analysis or economics.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been conducting research at the level of a Research Analyst., * College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience., * Experience working with industry-standard geographic information systems (GIS) software (e.g., ArcGIS Pro, QGIS) and performing spatial analysis to solve geographic problems;
- Experience working with imagery, elevation, or hydrography data;
- Experience with Extract, Transform, Load (ETL) processes, data science, and scripting and query languages (SQL, Python, R, JavaScript) in relation to large datasets;
- Experience managing Geographic Information System (GIS) projects from inception to completion, including timeline planning, resource allocation, stakeholder engagement, and the delivery of quality assurance (QA) or quality control (QC) verified results;
- Experience in Geographic Information System (GIS) requirements gathering and workflow design, with a focus on interpreting business needs to develop scalable spatial databases, web maps, or analytical tools;
- Experience with data discovery, dissemination, and conditioning (i.e., spatializing non-spatial data, schema transformations, error correction, etc.);
- Experience coordinating the collection, compilation, and dissemination of data across multiple constituencies;
- Experience managing public access to data;
- Experience explaining multifaceted technical subject matter to stakeholders from different industries and government levels.
