Job description
Travel Requirement (Remote or Hybrid, Frequency onsite): Hybrid, travel likely to be 1x a month. CSG will cover approved travel expenses (transportation, lodging and meals)., The Illinois Department of Children and Family Services (DCFS) is replacing their legacy SACWIS system with a Comprehensive Child Welfare Information System (CCWIS) solution that allows DCFS to leverage advances in cloud-hosted technology, mobility, and security, and is compliant with federal requirements. The DCFS CCWIS Project has defined a comprehensive set of requirements, based on federal and DCFS program requirements and research conducted with other states. DCFS has partnered with CSG Government Solutions to provide PMO including User and Release Acceptance test management services for the project. The PMO team is responsible for executing day-to-day project management activities, technical support, testing planning and testing coordination., *Applies knowledge of and experience with industry best practices and standards to determine solution comparison considerations
*Advises projects on technical approaches
*Oversees all technical aspects of the project
*Provide technical and functional expertise, guidance and recommendations related to design, development, and implementation of the CCWIS solution
*Participates in ongoing risk assessments activities, shares observations as they occur, and assists with the drafting of risk mitigation strategies
*Performs reviews of project technical documentation and provides feedback
*Reviews solution configurations to ensure they reflect the approved system development standards and adhere to best practices
*Reviews technical solution component requirements to identify gaps
*Serves as a liaison with client technical staff and product team technical staff
*Assist with facilitation of the Architecture Review Board (ARB) and Data Management Committee
*Monitor and track progress of:
*Data conversion activities
*Interface development
*Development sprints
*Defect identification and resolution
*Support the PMO team as needed with Jira, OneNote and other applications
*Participate in activities associated with the TOGAF Architecture Development Method (ADM)
*Support the PMO Technical Manager and PMO Program Manager with weekly and monthly administrative reporting and presentation development
Requirements
Do you have experience in Salesforce Cloud?, Minimum of 5 years working on large scale IT modernization projects for state government programs, providing technical analysis and expertise at an enterprise level
Hands-on experience with various technical solution architecture facets (e.g. front-end solutions, package-based development foundations, data management, cloud configurations)
Experience using an integration solution (e.g. MuleSoft) with package-based development foundation (e.g. Salesforce)
Knowledge and experience with Enterprise Content Management (ECM) is a plus
Experience with architecture building blocks and architecture/software design patterns
Experience with Microsoft Dynamics configuration and customization
Experience and very good understanding of data management (e.g. conversion, interfacing, integration, data governance) techniques and technical engineering
Experience evaluating and determining develop versus configuration solution considerations
Expertise in analyzing and making recommendations on improving technology infrastructure
Expertise with technology strategy and planning around hardware, software, and large-scale system implementation projects
Experience with TOGAF standards and artifacts
Experience with hybrid-agile software development approach: SAFe agile is a plus
Knowledge and understanding of state government information system security and privacy requirements, including knowledge of the NIST SP 800-53 security and privacy controls
Knowledge and understanding of Business Continuity/Disaster Recovery (BC/DR)
Experience with various levels of testing and testing tools
Strong verbal and written communication skills
Expertise with MS Office Suite (Word, Power point, Excel, Visio)
Knowledge of and experience with child welfare functional areas, business processes, ACF documentation, and CCWIS requirements is preferred
Knowledge of and experience with Child Welfare systems (SACWIS, CCWIS) and a solid understanding of Child Welfare technical needs and CCWIS implementation projects
Experience solutioning and testing package-based development applications is a plus
Hands on experience using and setting up Application Lifecycle Management tools (e.g., Microsoft Azure DevOps, Atlassian Jira) is a plus
Good understanding of state government program modernization technical needs (e.g., interfaces with other state systems), * SACWIS and CCWIS State client: 3 years (Required)
