Join GDIT to support the Department of Veterans Affairs (VA) through our Network, Engineering, Design, Implementation, and Infrastructure Support (NEDIIS) program. As an IT Service Transition Manager - Network & Telecom, you will deliver secure, scalable, and mission-critical IT and telecommunications capabilities across the VA enterprise. This role supports the VA Office of Information Technology (OIT), ensuring adaptable, reliable, and modernized services for veterans nationwide.
HOW THE IT SERVICE TRANSITION MANAGER - NETWORK & TELECOM WILL MAKE AN IMPACT
- Lead end-to-end transition of network/telecom and IT services from project delivery into operational support with minimal disruption.
- Manage transition strategies, scope, timelines, milestones, and resource plans.
- Coordinate with infrastructure, network engineering, operations, and service teams to ensure readiness of designs, documentation, and procedures.
- Oversee creation and delivery of runbooks, SOPs, training, and NOC/service-desk handoff materials.
- Identify, evaluate, and architect technology solutions aligned with VA enterprise standards.
- Gather customer requirements, deliver solutions, and support incremental revenue opportunities.
- Support TIC gateway design, configuration, implementation, technical refresh, and configuration reviews.
- Provide Tier IV escalation support for complex telecom and IT operational issues.
- Ensure compliance with NIST SP 800-53/RMF, Zero Trust/TIC 3.0, FedRAMP, and ATO sustainment.
- Lead work in multi-vendor/SIAM environments with shared KPIs and incident "swarming."
- Collaborate across internal teams and customer groups to shape strategy and guide implementation.
- Build strong technical relationships with program leadership and technology partners.
- Communicate project status, technical trends, and risks clearly to stakeholders.
- Research emerging technologies, run pilots, assess vendors, and create business cases.
- Mentor and train staff on processes, technologies, and soft skills.
- Develop test plans, transition timelines, and functional requirements.
- Contribute to budgeting and assess financial impacts of technology decisions.
- Stay current on infrastructure technologies and industry best practices.
- Guide evaluation, selection, and deployment of new network and telecom technology solutions.
Requirements
- Bachelor's degree in Telecommunications, IT, Engineering, or Computer Science; four additional years of experience may be substituted for a degree.
Required Experience:
- 5+ years of experience (10+ preferred) in telecom or IT operations delivering enterprise voice, video, data, and messaging services.
- Previous experience supporting large-scale U.S. government agencies or customers.
** Hands-on experience with TIC 3.0, gateway security, IPS/IDS, and DNS filtering.
- Experience leading SD-WAN migrations, WAN provisioning, and telecom circuit transitions.
- Experience managing BPE/S2S VPN transitions and external partner connectivity.
- Ability to produce transition documentation, SOP updates, and readiness assessments.
- ITIL and CCNA/CCNP-level knowledge and experience.
- 5+ years managing service transitions within enterprise Telecom/IT environments.
- 5-10+ years in hybrid cloud/on-prem telecommunications architecture and engineering.
- 3+ years supporting regulated or federal telecom/IT environments.
- Strong understanding of telecom/IT infrastructures, systems, and service delivery models.
- Experience applying ITIL service management practices.
- Demonstrated experience transitioning new network/telecom services into NOC/service operations.
- Extensive experience with monitoring tools such as SolarWinds, Splunk, DataDog, Wireshark, and AppDynamics.
- Experience with NIST SP 800-53/RMF, Zero Trust/TIC 3.0, FedRAMP, and ATO sustainment.
- Experience leading in multi-vendor/SIAM environments with cross-domain coordination and shared KPIs.
Willingness and ability to support 24×7×365 operations and incident bridge participation.
Technical Skills:
- Telecom/Network Infrastructure: WAN/LAN, MPLS, SD-WAN, broadband, NOC operations.
- Cloud Platforms: AWS, Azure (GCP/OCI a plus); IAM/Entra ID, landing zones, key management, monitoring.
- Networking & Identity: VPC/VNet, hub-and-spoke, SD-WAN integration, DNS, NAT, firewalls, service mesh, SSO (SAML/OIDC), PIV/FIDO2, JIT/PIM/PAM.
- Security & Compliance: Federal cyber frameworks, TIC 3.0 alignment, continuous monitoring.
- Cost & Performance: FinOps fundamentals, commitment planning, autoscaling, rightsizing, performance optimization.

This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
