Join GDIT to support the Department of Veterans Affairs (VA) through our Network, Engineering, Design, Implementation, and Infrastructure Support (NEDIIS) program. As the Network Modernization Deputy Program Manager, you will help deliver secure, adaptable, and mission-critical IT and telecommunications capabilities across the VA enterprise. This role supports the VA Office of Information Technology (OIT), ensuring consistent delivery of high-quality network services that advance the VA mission serving millions of veterans nationwide., * Support the Program Manager in planning, coordinating, and executing multi-task, multi-year network and telecommunications modernization programs.
- Coordinate delivery of network infrastructure solutions including WAN/LAN modernization, SD-WAN, VoIP/SIP, wireless/5G, and network optimization initiatives.
- Ensure program performance aligns with contract requirements, SLAs, KPIs, and acquisition guidelines.
- Assist in developing and maintaining program documentation including work plans, IPT briefs, contract deliverables, and transition plans.
- Oversee network architecture activities to ensure timely, efficient, and high-quality technical designs.
- Support Gateway/TIC design, configuration, implementation, and technical refresh efforts.
- Provide Tier IV escalation support for complex telecom and IT operational issues.
- Engage stakeholders across VA to ensure clear communication, alignment, and mission-focused outcomes.
- Work across teams and customer groups to develop strategy, design solutions, and guide implementation activities.
- Build and maintain strong technical relationships with managers and technology partners.
- Communicate project trends, updates, and risks clearly to internal and external stakeholders.
- Research emerging technologies, conduct pilots, evaluate vendor options, and develop business cases.
- Support escalations and provide recommendations or solutions to resolve issues.
- Mentor and train staff on processes, technologies, and professional skills.
- Develop and implement test plans and project timelines.
- Contribute to budgeting efforts and assess financial implications of technology decisions.
- Write functional requirements and technical specifications.
- Stay current on infrastructure technologies and industry best practices.
- Guide evaluation, selection, implementation, and deployment of new technologies.
Requirements
- Bachelor's degree in Telecommunications, Computer Science, or IT; four additional years of related experience may be substituted for a degree.
Required Experience:
- 5+ years of experience (10+ highly desired) in telecom or IT operations management delivering secure enterprise voice, video, data, and messaging services.
- Previous management experience supporting large U.S. federal agencies or customers.
- Must be willing and able to support 24×7×365 operations and major incident escalation support.
- Manage all required PWS deliverables (weekly, monthly, annual reports).
- Strong knowledge of FISMA, RMF, NIST 800-53, TIC 3.0, STIG, and ATO processes.
- Oversee SD-WAN, TIC gateway, WAN/MPLS, and telecom provisioning activities.
- Lead transition, phase-in/phase-out, and technical refresh activities.
- Experience supporting federal telecommunications, network infrastructure, or IT modernization programs.
- Strong understanding of telecom technologies including routing/switching, VoIP/SIP, wireless/5G, fiber/OSP (conceptual), and network security.
- Familiarity with federal contracting environments, acquisition processes, and contract oversight.
- Ability to manage cross-functional technical teams in fast-moving, compliance-driven environments.
- Excellent communication, organizational, and analytical skills.
- Experience in multi-vendor/SIAM environments with shared KPIs and cross-domain change coordination.
- Experience communicating with PMO staff, CORs, COs, technical leads, and agency SMEs.
- Experience producing weekly, monthly, and quarterly status reports in accordance with contract requirements.
- Experience supporting IPTs, working groups, and technical coordination meetings.

This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
