Job description

The Office of IT provides efficient technology solutions and stellar customer services to internal staff, 20 Educational Service Centers, and 1,200-plus public-school districts and charter schools. The following services are provided by IT: leadership on IT initiatives; guidance on security/policy issues; new application development/enhancements; software acquisition; technical support; assistance with technical sections of purchasing documents such as Request for Information (RFI), Request for Offers (RFO), Request for Proposals (RFP); and oversight on the data collection process which helps to support and improve outcomes for all of Texas' 5 million-plus students., The DevOps Programmer performs advanced (senior-level) work supporting enterprise software build, deployment, and DevOps toolchains. This role focuses on automation, CI/CD enablement, source control management, and DevOps tool administration. The position collaborates with development, infrastructure, and security teams to ensure reliable, compliant, and efficient delivery of applications supporting Texas public education. This position requires strong skills, including software programming (C#/.NET - MVC, Blazor, Desktop UI), scripting (nAnt, Ant, PowerShell), build and deployment tools (Jenkins), working knowledge of software development and reporting tools (C#/.NET, Java/Maven, JavaScript, SQL, Crystal Reports, JasperReports, or similar technologies), and knowledge of containers and container deployments (Docker, Nomad, Kubernetes), Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.
  1. Deployment Process Optimization: Automates, monitors, and manages application build, deployment, and promotion processes, including the development and maintenance of scripts and tooling that support CI/CD pipelines. Reviews and validates deployment requests to ensure compliance with established change management, audit, and regulatory requirements

  2. DevOps tool-set Administration and Management: Administers, configures, and optimizes DevOps and source control management tools, including Jira, Bitbucket/Git, Jenkins, and related platforms. Supports containerized and hybrid application deployments across Linux and Windows environments, and evaluates emerging or enhanced DevOps tooling to recommend improvements aligned with agency standards and operational needs.

  3. Team Contribution: Provides technical guidance, develops and maintains documentation, and delivers operational support for DevOps processes and workflows. Serves as a senior technical resource, offering expertise and leadership on DevOps practices, standards, and tooling to support efficient and reliable system delivery.

  4. Technical Aptitude: Designs, develops, and maintains C#/.NET applications and services that support DevOps automation initiatives. Troubleshoots build, deployment, and operational issues across development, testing, and production environments, and collaborates closely with development teams to ensure application designs align with established DevOps standards. Develops reusable components, utilities, and system integrations to enhance CI/CD pipeline efficiency, reliability, and operational visibility., * Experience: At least four (4) years of experience in DevOps engineering, software development, or build and deployment automation, developing automation or applications using C#/.NET., implementing or supporting CI/CD pipelines using tools such as Jenkins, with container technologies and orchestration platforms, and with security or code quality scanning tools

Requirements

  • Education: Graduation from an accredited four-year college or university, * Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis, * Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
  • Experience implementing or supporting CI/CD pipelines using tools such as GitHub Actions is a plus
  • Knowledge of DevOps gated workflows and audit-compliant deployment practices
  • Familiarity with Infrastructure as Code tools such as Terraform or ARM/Bicep
  • Familiarity with enterprise SDLC governance and processes
