Job description

  • Design, develop, and maintain network management and monitoring applications using Microsoft Azure cloud services, CA Spectrum, HP ArcSight, CA CAPC, and web-based Enterprise Operations Center (EOC) tools supporting RCC-E DoDIN operations.
  • Administer and optimize enterprise monitoring platforms (CA Spectrum, IBM Netcool) including configuration of fault management, performance dashboards, and automated alerting to support 24/7 network operations.
  • Develop and maintain RESTful APIs and integration scripts to enable data exchange between network management systems, SIEM platforms, and operational dashboards used by RCC-E network operations staff.
  • Manage the full application development lifecycle - including requirements analysis, design, coding, testing, deployment, and documentation - for custom tools supporting Army network operations and cyber defense missions.
  • Administer DISA ACAS (Assured Compliance Assessment Solution) infrastructure, maintaining scanner configurations, managing scan schedules, and producing vulnerability reports for RMF compliance and IAVA tracking.
  • Collaborate with network engineers, system administrators, and cybersecurity personnel to evaluate, integrate, and sustain commercial and government-off-the-shelf (COTS/GOTS) applications within the RCC-E operational environment.

Requirements

Do you have experience in WAN?, Do you have a Bachelor's degree?, * 4 years of application development and engineering experience with a Bachelor's degree in a STEM field or in Business Administration.

  • TESA Qualification (one of the following):
  • Bachelor's degree (STEM/Business Admin) and years of specialized experience; OR
  • Associate's degree and 7+ years specialized experience; OR
  • HS and 11 years of relevant experience.
  • DoD 8140 - IT (System Administrator) - Advanced
  • Certifications - must hold active certifications (one of the following):
  • Microsoft Certified: Azure Developer Associate
  • DXSpectrum Administrator
  • Netcool Administrator, EM2P
  • DISA ACAS Certification
  • 4+ years developing/maintaining applications (Microsoft Azure, CA Spectrum, Oracle, HP ArcSight, CA CAPC, Web-based EOC).
  • 4+ years TCP/IP Networks.
  • 2+ years UNIX/Microsoft server platforms.
  • 2+ years enterprise network monitoring.
  • 2+ years U.S. military command and control or commercial LAN/WAN systems experience.
  • U.S. citizenship required.
  • Active DoD SECRET clearance.

Preferred:

  • Proficiency in Python and/or Java for backend application development and automation scripting.
  • Experience with REST API development and integration using frameworks such as Flask, FastAPI, or Spring Boot.
  • Familiarity with Azure DevOps pipelines for CI/CD and application lifecycle management.
  • Working knowledge of CA Spectrum or IBM Netcool for enterprise network fault and performance management.
  • Experience with HP ArcSight ESM for log management, correlation rule development, and SIEM administration.
  • Familiarity with ACAS/Nessus vulnerability scanning and DISA STIG compliance reporting.
  • Experience with Jira or similar tools for agile project tracking and software development management.
  • Understanding of DoD RMF processes and experience supporting ATO documentation for software systems.

Benefits & conditions

Target Salary Range: $80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
