The Performance & Systems Manager is responsible for leading the strategic oversight, development, and continuous improvement of performance reporting, management information systems (MIS), and data governance activities supporting NoRTEC workforce development programs, including Workforce Innovation and Opportunity Act (WIOA) initiatives and other federal, state, and regional grant-funded programs. This position serves in a leadership capacity to ensure integrity, accuracy, analysis, and effective use of program and operational data across all NoRTEC providers and partner agencies.
This role oversees the development and implementation of organization-wide reporting systems and dashboard solutions that support executive leadership, board reporting, provider performance monitoring, compliance tracking, and data-driven decision-making. The incumbent collaborates closely with internal leadership, service providers, fiscal staff, state agencies, and external partners to establish performance standards, identify trends, evaluate outcomes, and improve operational effectiveness.
The Performance & Systems Manager acts as the subject matter expert for MIS-related functions, Eligible Training Provider List (ETPL) administration, data validation, performance accountability, and reporting compliance. This position along with Executive leadership will design scalable reporting frameworks and dashboard tools using collaborative platforms to support transparent and consistent performance management across the regional workforce network., Data Analysis, Reporting & Strategic Insights
· Lead the analysis, interpretation, and strategic use of workforce program and grant performance data to support organizational goals, compliance requirements, and executive decision-making.
· Structure, analyze, and synthesize large and complex datasets to identify trends, risks, opportunities, and actionable insights.
· Prepare comprehensive technical, statistical, financial, demographic, labor market, and operational reports that support strategic planning, policy development, board presentations, and grant applications.
· Prepare and present executive-level reports measuring program performance against federal, state, regional, and contractual performance indicators.
· Present data findings through dashboards, charts, graphs, executive summaries, and visual reporting tools tailored to leadership, boards, providers, and stakeholders.
Systems Management & Data Governance
· Oversee and maintain NoRTEC's participant and program data within the Management Information System (MIS), including CalJOBS and related reporting platforms.
· Develop and maintain dynamic dashboard reporting systems that track time-sensitive performance metrics across all NoRTEC providers and workforce programs.
· Manage user access, security permissions, and data governance protocols for internal staff, subcontractors, and partner agencies utilizing CalJOBS and related systems.
· Develop and implement standardized reporting methodologies, data collection procedures, and performance monitoring tools to improve consistency and efficiency.
Compliance, Quality Assurance & Performance Oversight
· Provide strategic leadership for data integrity and quality assurance efforts across multiple grants and funding streams, ensuring accurate and timely reporting.
· Oversee and coordinate Data Validation activities, Quarterly Data Validation Reviews (QDRs), Quarterly Results Analyses (QRAs), and Data Change Request processes.
· Under the direction of the Director of Operations, maintain the Eligible Training Provider List (ETPL) administration, compliance monitoring, reporting requirements, and provider coordination.
Collaboration, Training & Technical Assistance
· Design and deliver technical training, workshops, and technical assistance sessions focused on performance accountability, data systems, reporting compliance, and continuous improvement initiatives.
· Collaborate with leadership, service providers, fiscal staff, and external partners to identify and resolve program performance, reporting, and data management issues.
Strategic Planning & Workforce Research
· Provide economic, demographic, labor market, and workforce performance data to support the development of strategic plans, workforce board initiatives, grant solicitations, public presentations, and community engagement efforts.
· Research emerging trends, technologies, and best practices in workforce development, performance management, data analytics, and reporting systems to strengthen organizational capabilities.
Documentation, Governance & Organizational Support
· Lead the development and maintenance of procedural manuals, reporting documentation, and operational guides related to MIS functions, reporting processes, and compliance activities.
· Coordinate and participate in meetings, conferences, monitoring activities, and interagency collaborations related to workforce performance, reporting, and systems management.
· Support executive leadership and governing boards through the preparation of board reports, strategic analyses, and organizational performance summaries.
· Perform other related duties and special projects as assigned in support of organizational objectives and workforce system effectiveness., 10%-20% local and overnight travel in rural Northern California is required. May include state and national travel for conferences and meetings occasionally.
Requirements
Do you have experience in Writing skills?, Do you have a Master's degree?, · The ability to communicate effectively orally and in writing is essential for this position.
· Use good judgment and make sound decisions in accordance with established procedures, guidance, and policies.
· Data analytics and reporting experience.
· MIS experience, CalJOBS preferred.
· Experience with Tableau preferred.
· Knowledge of SQL queries.
· Work with numerous interruptions.
· Adjust to changing priorities.
· Establish and maintain effective and cooperative working relationships with those contacted during work.
· Operate personal computers, and/or tablets, utilizing a variety of software programs including MS Power Point, MS Word, MS Excel spreadsheet applications, and experience working with databases.
Minimum Qualifications:
The ideal candidate will possess a combination of leadership, workforce development, data analytics, and management information systems experience, including:
· Five to seven (5-7) years of progressively responsible experience in workforce development, public administration, grant management, data analytics, or compliance oversight.
· Experience managing or overseeing Management Information Systems (MIS), case management systems, or workforce reporting platforms such as CalJOBS or similar statewide systems.
· Experience developing and managing organizational dashboards, performance scorecards, data visualization tools, and executive reporting systems.
· Strong experience interpreting and applying Workforce Innovation and Opportunity Act (WIOA) regulations, grant requirements, state directives, and federal reporting guidance.
· Experience overseeing data validation, quality assurance, compliance monitoring, and performance accountability processes for grant-funded programs.
Desired Qualifications:
· Experience working within workforce development boards, government agencies, educational Institutions, or other publicly funded organizations.
· Familiarity with state and federal workforce reporting systems and performance frameworks.
· Bachelor's degree in public administration, business administration, information systems, economics, data analytics, social sciences, or a related field; Master's degree preferred.
· Professional experience supporting board governance, executive reporting, or strategic organizational planning
