Job description
The Infrastructure and Network Manager leads the County's Infrastructure and Networking team, supervising 6-8 member team that is responsible for the operation, maintenance, and modernizing through design and planning all County network infrastructure, dark fiber optical rings, physical and virtual server environments, and the county's use Microsoft Azure cloud platform. This position coordinates the infrastructure and networking team on projects, performs capacity planning for projects, and ensures completion and maintenance of documentation. The Infrastructure and Network Manager coordinates the work of the team to ensure network availability and resiliency, infrastructure lifecycle management, and documenting and tracking infrastructure requirements for capital project funding and for on-going departmental facility relocations., The Infrastructure and Network Manager works cooperatively with the Network Security Administrator to support network security operations, including fire wall rule changes, change controls compliance, subnet isolation, security alert response, and administration of Microsoft 365 and Azure tenant security configurations. The Infrastructure and Network Manager partners with the CIO and Deputy CIOs to develop infrastructure capital budget requests and evaluate the performance of, and plan improvements to, the information technology infrastructure and of the county., Team Leadership and Supervision
- Supervise anddirectthe tasks ofa team of 6-8 Network Engineers and systems administrators.
- Coordinate and assign team workloads across network operations, server and cloud administration, and infrastructure project work.
- Act as a project lead anddesignateteam members as project leads for infrastructure initiatives andmaintainaccountabilityforproject communications, schedules, and documentation.
- Supportprofessional development opportunities including cloud platforms, network security fundamentals, and infrastructure automation.
Documentation, Standards, and Process Governance
- Fully engage inthe change management process for infrastructure, ensuring all configuration changes are documented with purpose, date, scope, and rollback procedures before implementationto meet compliance needs.
- Create andmaintainstandard operating procedures formanaging projects andrecurring infrastructure tasks to ensure consistency, enable cross-training, andsingle-staff dependencies..
- Enforce documentation standards for network architecture diagrams, system configurationrecordsand standard operating procedures (SOPs)in a centralized, organized repository.
Infrastructure Operations and Network Resiliency
- Ensure the stability, reliability, and performance of the County's wired and wireless network services across 60+ buildings, targeting measurable improvements in network availability.
- Plan and execute network configuration changes to support shifting county facility locations, building renovations, and new construction, requiring proactive engagement with the Department of Assets and Infrastructure to maintain visibility into upcoming facility changes.
- Maintain visibility on theoperationsand statusof all systems in colocation, on-premises, andcloud (Azure)environments, including physical servers, virtual machines,networkstoragedevices, uninterrupted power supply(UPS),and backup systems.
- Act as product ownerof Aruba Central and formalize network monitoring standards to enable proactive detection, MAC filtering, traffic anomaly detection, and alerting thresholds aligned with incident response procedures.
Cloud Visibility and Cost Management
- Monitor and manage Azure environment utilization and costs, providing the CIO with visibility into cloud spending, capacity trends, and recommendations for expansion or optimization.
- Evaluate infrastructure workloads for cloud migration suitability and provide technical assessments to support CIO-led cloud strategy decisions.
- Serve as the operational owner of the County's Microsoft environment, including domain controllers, Active Directory, Entra ID, Microsoft 365 tenant configuration, and Azureor other commercial cloudplatform services. Ensure foundational platform health, service configuration, licensing alignment, and feature enablement in coordination with the Network Security Administrator for security-related policysettingsand tools.
Capital Projects and Facility Coordination

Coordinate with third-party network contractors to align their deliverables with construction timelines, reducing costoverruns,and scheduling conflicts forITcapital projects.

Work with county capital project managers to ensureITinfrastructure requirements (network drops, wireless coverage, power, rack space, UPS) are captured early in facility design and renovation processes.
Hardware Refresh and Capacity Planning
- Develop and maintain a comprehensive hardware asset inventory covering all network devices, servers, storage, and infrastructure components with documented lifecycle status.
- Support the CIO and Deputy CIOs in preparing capital budget submissions for infrastructure refresh, network expansion, andmodernization projects.
- Conduct capacity planning to identify and address infrastructure bottlenecks before they affect business system operations or network performance.
Security Cooperation
- Coordinate with the Network Security Administrator to execute network-level security actions includingfirewallrule changes, VLAN segmentation, subnet isolation, and response to security alertsand support of MSPurviewfor eDiscovery and data classification.
- Support the operation and configuration ofendpoint protectionand other Microsoft tenant security tools in the team's capacity as product owner for the Microsoft 365 and Azure tenant.
- Participate in incident response activities requiring infrastructure action, ensuring the team can rapidly isolate affected systems, preserve evidence, and restore services.
- Ensure infrastructure configurations align with security policies established by the Network Security Administrator.
Disaster Recovery and Business Continuity
- Maintain and periodically test disaster recovery plans for infrastructure systems, including the colocation facility and designated recovery site.
- Ensure backup systems (Commvault and Azure-based) operate within documented recovery point and recovery time objectives.
Requirements
Do you have a valid Driver's License license?, Do you have experience in Wireless communication system operation?, Do you have a Associate's degree?, * Advanced knowledge of LAN/WAN architecture, TCP/IP, routing protocols, switching, and firewall administration in enterprise environments.

Demonstrated experience with enterprise network platforms, specifically HP Aruba switching and wireless infrastructure and Palo Alto firewalls.

Experience with physical and virtual server administration, including Hyper-V and storage area network (SAN) technologies.

Proficiency with Microsoft 365 administration, including SharePoint, Exchange Online, Teams, Intune, and Defender.

Demonstrated ability to develop and maintain infrastructure documentation including network architecture diagrams, SOPs, and change control records.

Experience with enterprise backup solutions and disaster recovery planning.

Demonstrated ability to manage multiple concurrent projects and competing priorities.

Practical experience coordinating infrastructure work with facilities management., * Associate's degree (2-year) in Information Technology, Computer Science, Network Administration, or related field.

Minimum 8 years of experience in network infrastructure operations, systems administration, or IT infrastructure management.

Minimum 2 years of experience in a team lead or coordination role with demonstrated ability to assign work, manage priorities, and develop staff capabilities.

Must possess a valid driver's license and be able to travel to county-operated facilities. Must be able to lift and carry up to 50 pounds., * ITIL Foundation certification ordemonstratedfamiliarity with ITIL service management practices.

Microsoft Certified: Azure Administrator Associate (AZ-104).

CompTIA Security+ (SY0-701)., Work is performed primarily in office and data center environments. The employee may be required to work in server rooms, wiring closets, and construction sites during facility buildout or renovation projects. The noise level in the work environment ranges from moderate (office) to loud (data center, construction). Work outside of standard business hours, including evenings, weekends, and on-call coverage, is required to support infrastructure maintenance windows and emergency response. The employee is regularly required to stand, walk, sit, talk, and hear. The employee must occasionally lift and/or move up to 50 pounds. Must possess a valid driver's license and be able to travel to county-operated facilities.
