Job description

S3, Inc. has an immediate opening for a KOPS Research & Writing Support Manager to support the MCOE, MFCD, and MRD at Fort Benning, GA.

This position is contingent on S³ being awarded a follow-on contract supporting the MCoE MFCD.

Position supports the Mission Command Requirements Division (MCRD) of the Maneuver Future Capability Directorate (MFCD) at Fort Benning, GA, under U.S. Army Futures and Concepts Command (FCC). Candidate performs research, requirements writing, and document staffing in support of enduring and emerging Mission Command projects and initiatives across the Mounted, Mobile/Handheld, Command Post, and Cloud computing environments.

Responsibilities:

  • Candidate develops and refines capability requirements documents (Initial Capabilities Documents, Capability Development Documents, Capability Production Documents, Information System Initial Capabilities Documents), Concepts of Employment (CONEMP), Concepts of Operations (CONOPS), and Basis of Issue Guidance in accordance with the legacy Joint Capabilities Integration and Development System (JCIDS) and the Joint Force Requirements Process (JFRP) published 15 January 2026 (CJCSI 5123.01J and CJCSM 5123.01).
  • Candidate performs DOTMLPF-P analysis to inform Mission Command requirements; conducts Capabilities Based Assessments (CBA) and Materiel Solutions Analysis (MSA).
  • Coordinates with the Capability Development Directorate (CDD) and partner CDIDs and FCDs on cross-functional Mission Command capabilities.
  • Supports preparation for Requirements Integration Board (RIB), Decision Information/Guidance (DIG), and Commanding General Review Board (CGRB) forums.
  • Assists with AROC staffing packages and FCD Entry Gate package submissions.
  • Candidate requires practical knowledge of Army Mission Command warfighting function processes and current and emerging command and control (C2) architectures across echelons from squad through corps.
  • Position requires a working knowledge of the U.S. Army, its organizational structures with emphasis on Brigade Combat Teams and division-level formations.
  • A sound understanding of Army doctrine and operational concepts.
  • Position reports to the Task Order Team Lead.

Requirements

Do you have experience in Writing skills?, Do you have a Bachelor's degree?, * Bachelor's Degree, or eight (8) years of Army Mission Command, signal, or relevant battalion or higher staff experience in lieu of a degree.

  • Graduate of the following DAU courses, or ability to complete within 10 days of hire:
  • RQM 1010, Introduction to JCIDS (formerly CLR 101).
  • ACQ 1010, Fundamentals of Systems Acquisition Management (formerly ACQ 101).
  • RQM 1101, Core Concepts for Requirements Management (formerly RQM 110 / RQM 1100).
  • TST 102, Fundamentals of Test and Evaluation.
  • Demonstrated proficient writing skill applicable to staff-level requirements documents and senior leader correspondence.
  • Proficiency in Microsoft Office suite and other operational software.
  • Active Secret security clearance.

Highly Desired:

  • Graduate of the Army Capabilities Development Course (CDC).
  • Prior Battalion, Brigade, or higher-level staff experience in an S6 / G6 or S3 / G3 functional role.
  • Familiarity with Mission Command systems such as the Command Post Computing Environment (CPCE), Mounted Computing Environment, Mobile / Handheld Computing Environment, Integrated Tactical Network (ITN), and Joint Battle Command-Platform (JBC-P).
  • Familiarity with the new Joint Force Requirements Process (JFRP) and the Joint Staff J-8 implementation guidance dated 23 January 2026.
