Job description
The Data Visualization / Analytics Lead is responsible for all data management, dissemination, and visualization deliverables under VISION Tasks 2, 3, and 4. This role designs, develops, tests, and deploys interactive dashboards, user interfaces, and analytical reports using Tableau, Power BI, R, Python, D3, and other CDC-approved tools in compliance with Section 508 / WCAG 2.0 Level A and AA accessibility standards. The Lead performs data modeling, interpretation, and analysis for NCHS survey data and registration systems; manages data gathering, preprocessing, normalization, and quality control; and maintains operational data pipelines and visualization products throughout the period of performance. All outputs are subject to CDC clearance protocols, CIPSEA confidentiality requirements, and the Privacy Act. Gather, preprocess, and normalize data for visualization; perform data cleaning, deduplication, and quality control to ensure analytical accuracy before any visualization is constructed

Select visualization types appropriate to data characteristics and communication objectives; implement interactive features including filters, calculated fields, and dynamic reporting where they serve genuine user needs

Validate all visualizations against source data for accuracy and conduct Section 508 / WCAG 2.0 Level A and AA compliance testing using Axe, WAVE, and JAWS prior to delivery

Design and maintain SharePoint custom solutions supporting data communication and stakeholder tracking

Develop visual analytics for NCHS survey data and registration systems using approved tools; ensure complex, weighted statistical datasets are accurately represented without distorting interpretation

Perform data modeling, interpretation, and analysis to address data dissemination methods and management of large-volume datasets (millions of records per year spanning decades)

Design and maintain database schemas for data storage appropriate as enterprise solutions; ensure maximum query efficiency as defined in PWS Task 4

Monitor connected data sources for accuracy and timeliness; troubleshoot and resolve system and visualization errors within PWS AQL thresholds

Submit all program code to the Technical Monitor with embedded internal documentation per the PWS deliverable schedule

Deliver training resources and user support to NCHS program staff to meet business needs

Give presentations to stakeholders on development activities; notify stakeholders of newly released content through CDC-approved communication systems

Submit completed projects to designated systems/platforms (e.g., SharePoint) per the approved COR schedule
Requirements
Do you have experience in WCAG?, Do you have a Bachelor's degree?, * Minimum 6 years of experience in federal data visualization and analytics, with direct experience producing dashboards and analytical outputs for CDC, HHS, NIH, or equivalent public health agencies

Proficiency in Tableau, Power BI, R, Python, and D3 - all required; SAS or Stata experience preferred for survey data analytics

Demonstrated experience with Section 508 / WCAG 2.0 Level A and AA compliance testing for ICT deliverables using automated and manual testing tools

Experience with database administration, database schema design, data modeling, and query optimization for large-volume datasets

Familiarity with CIPSEA, Privacy Act, and Section 308(d) of the Public Health Service Act constraints on NCHS data handling

Experience with ETL pipeline design, data normalization, and automated data processing workflows on cloud platforms (AWS, Azure)

Demonstrated ability to produce publication-ready analytical reports and visual artifacts for federal health agency stakeholders

Experience with Adobe Analytics and WCMS platforms preferred
Education & Certifications:

Bachelor's degree in Data Science, Statistics, Computer Science, Public Health Informatics, or related field required; Master's degree preferred

Tableau Desktop Specialist or Tableau Certified Data Analyst - required

Microsoft Power BI certification - preferred

Relevant data science or analytics certification (e.g., AWS Certified Data Analytics, Google Professional Data Engineer) - preferred
Work Authorization:
Must be authorized to work in the United States. Must be able to obtain and maintain a Public Trust / Moderate Risk Tier 2 background investigation. Must be able to obtain HSPD-12/PIV card if required for facility or network access. Must be willing to complete NCHS confidentiality training and execute NCHS Non-Disclosure Agreement within 30 days of contract start.
