The IT Manager leads the technology strategy, infrastructure, and digital operations for the Lexington-Fayette Urban County Housing Authority. This role is responsible for managing the Authority's IT systems, business SaaS platforms, and data analytics capabilities while ensuring a secure, reliable, and productive technology environment.
The IT Manager collaborates with leadership to align technology investments with organizational goals, evaluates and implements client-facing and internal technology solutions, and oversees the full scope of IT operations. This role includes coordination with contracted 3rd parties and directly providing day-to-day support functions for the LHA team.
All activities must support the Lexington-Fayette Urban County Housing Authority ("LHA" or "Authority") mission, strategic goals and objectives.
Essential Duties and Responsibilities
Data Analytics & Reporting
- Develops, maintains, and improves data reporting frameworks and dashboards to support organizational decision-making across departments.
- Analyzes operational data to identify trends, inefficiencies, and opportunities for technology-driven improvements.
- Collaborates with department managers to define key performance indicators (KPIs) and build supporting reporting infrastructure.
- Prepares standard and ad hoc statistical reports including help desk incident reports, system utilization summaries, and operational metrics.
Business SaaS & Application Management
- Evaluates, procures, and manages the Authority's portfolio of SaaS and cloud-based business applications, including housing management, finance, compliance, and productivity platforms.
- Oversees configuration, integration, and user administration of enterprise software systems to ensure alignment with business workflows.
- Leads the testing and evaluation of new software applications to assess usability and organizational fit prior to deployment.
- Partners with vendors and software providers to manage contracts, resolve issues, and maintain service levels.
IT Strategy & Infrastructure
- Oversees 3rd parties to manage the Authority's local area network (LAN), wide area network (WAN), and cloud infrastructure, ensuring security, uptime, and performance.
- Develops and implements IT policies, procedures, and standards in alignment with HUD regulations and cybersecurity best practices.
- Plans and manages IT capital expenditures, asset lifecycle, and technology refresh cycles.
- Monitors daily computer operations including printing, distribution, backup integrity, and system health.
- Administers Microsoft Active Directory, Group Policy, Office 365, Exchange, SharePoint, and Azure environments.
- Manages virtual machine environments (VMware or equivalent) and server infrastructure.
Client & End-User Technology
- Oversees and personally supports the configuration and deployment of end-user technology including desktops, laptops, mobile devices, and peripheral equipment throughout Authority facilities.
- Administers the Authority's RingCentral phone system and manages the procurement and issuance of agency mobile devices.
- Provides backup administration of access control and alarm systems as assigned.
- Develops and delivers technology training programs and user guidance to improve staff proficiency and adoption of digital tools.
Technical Support & Operations
- Provides and oversees 3rd parties to deliver IT support functions, ensuring timely resolution of hardware, software, and connectivity issues; escalates as appropriate.
- Reviews the help desk ticketing system, including documentation of requests, resolutions, and recurring issues.
- Performs and delegates preventive maintenance and diagnostic analysis of IT equipment and operating systems.
- Supports onboarding of new staff including workstation setup, account provisioning, and access management.
Miscellaneous
- Devotes appropriate attention to LHA Action Plan objectives as assigned, ensuring that such goals are met or exceeded.
- Represents LHA in a professional and courteous manner at all times.
- Maintains a record of acceptable attendance and punctuality.
- Performs other duties as assigned.
Requirements
Do you have a Bachelor's degree?, Bachelor's degree in Information Technology, Management Information Systems, Computer Science, or a related field preferred. A minimum of three (3) to five (5) years of progressive IT experience, including demonstrated responsibility for systems administration, SaaS management, or data analytics functions. Experience in a public sector, nonprofit, or housing authority environment is a plus. An equivalent combination of education, training, and experience may be considered., * IT: 3 years (Required)

The candidate hired will receive a bonus of $750.00 upon completion of six months' employment, with an additional $750.00 to be paid after one full year of employment., * 401(k)
