Job description

The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following:

  • The Executive Director and Deputy Executive Director - Oversees strategic direction and operations for the department.
  • Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, purchasing and contracts, budget, logistics services (fleet, warehousing, material management and fabrication) and property services (property management, leasing, facilities maintenance, construction project management and insurance programs) to support the operations and programs of CDPS divisions.
  • Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions.
  • Compliance Office - Manages Departmental Policy, Risk Management, Workers Compensation Program, Workplace Investigations, Internal Auditing, Rulemaking, and ensures compliance with state and federal requirements and the State's LESO 1033/1122 programs.
  • Colorado Integrated Criminal Justice Information Systems - develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney's Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation.
  • Office of School Safety - assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.

The Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections:

  • Chief Administrative Officer's office
  • Accounting Services and Commercial Cards led by the Controller
  • Budget and Policy led by the Budget Director
  • Purchasing and Contracts by the Purchasing Director
  • Logistics Services Section led by the Logistics Director
  • Property Services Section led by the Property Services Director

Work Environment Hybrid - minimum of two days in the Lakewood office, flexible scheduling available with supervisor approval Work unit core business hours, Mon-Fri, 8:00 a.m. - 5:00 p.m. About the Job This position exists to lead the financial administration of the SAP Concur platform for CDPS. Concur is the system of record for all departmental travel reimbursements, official function approvals and payments and eventually will be used to process commercial card allocations. This position will encompass duties that include, but are not limited to, travel program management, training, compiling data and performing analysis, auditing, policy and procedure development, and all related duties. This position applies accounting theories, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GASB), and other professional accounting standards to provide professional accounting duties and financial reporting services to the Colorado Department of Public Safety (CDPS). Working knowledge of state and departmental accounting, the state's financial system of record (CORE), and financial tools such as Excel are required.

The successful candidate will be a highly organized professional possessing a high degree of accuracy and attention to detail. This role requires exceptional communication and people skills, including superior verbal, writing, and presentation abilities, excellent interpersonal skills, and strong intercultural competence. A primary function involves leveraging these skills to accurately interpret and coach others on rules and regulations, ranging from simple to complex. Key responsibilities include creating, maintaining, and producing financial reports and developing comprehensive training materials. Additionally, the candidate must demonstrate excellent customer service skills and exercise sensitivity and discretion with respect to confidential matters. Finally, the ability to effectively multi-task and maintain a tracked workflow is essential for strategically prioritizing immediate tasks over projects that do not yet have a ready solution., * Ensures data within Concur is accurately available for eligible users including role access, chart of account elements, and applicable rates.

  • Makes decisions with authority and responsibilities delegated by the Department Controller and as necessary for the success of the program area of assignment.
  • Drafts training curriculum and delivers training via webinar, in person, and as otherwise determined to meet the needs of the program.
  • Ensures data within FinQuery is accurately available for eligible users.
  • Provides assistance and guidance to CDPS personnel on all issues related to the program.
  • Captures and analyzes data on a regular and continuing basis and makes determinations and/or recommendations on appropriateness of transactions, types and frequency of audits, recommend corrective actions, and other associated program activities.
  • For all assigned programs, prepares and interprets system reports for use in budgeting and reporting processes; monthly, quarterly, semi-annually, annually, or as programmatically required, reconciles program activity with financial data; gathers data and processes documents as necessary for year-end activities, including recording accruals, making adjusting journal entries, making general ledger account corrections or assisting with data collection for closing exhibits., * Resumes, Cover Letters, or other documents submitted will not be reviewed, assessed, or used in the initial stages of the comparative analysis (transcripts submitted to verify that the applicant meets either the education requirement or minimum qualification substitution are exempt from this).

Requirements

Do you have a valid CPA license?, Do you have experience in Writing skills?, Six (6) years of relevant accounting experience, with a minimum of one year of financial system administration experience.
