We are seeking experienced candidates with strong leadership skills and a deep commitment to contributing to the Air District's core functions. The Director of M&M will oversee a division of about 60 positions across six specialized groups: Air Monitoring Operations; Air Monitoring Projects & Technology; Meteorology & Quality Assurance; Ambient Air Quality Analysis; Laboratory Services; and Monitoring Data Systems.
The Director of M&M provides strategic leadership for the Air District's air monitoring, data analysis, and technology modernization efforts. The position oversees a regional network of about 30 air monitoring stations, supports community-based air quality initiatives, special monitoring projects, and incident response activities, and advances the development and deployment of innovative monitoring technologies. Through these efforts, the Director ensures the delivery of high-quality, accessible air quality data that supports the Air District's Strategic Plan, AB 617 community emission reduction programs, air quality forecasting, wildfire smoke advisories, and other public health and regulatory objectives.
Specifically, the Director of M&M is responsible for the planning, implementation, and oversight of major air monitoring programs, including the criteria pollutant air monitoring network, Photochemical Assessment Monitoring Stations (PAMS), PM2.5 Speciation, air monitoring in AB617 communities, fenceline and community air monitoring at or near refineries. The position leads program coordination, budgeting, and resource management; directs special monitoring investigations and incident response operations; and represents the Air District before community groups, partner agencies, elected officials, and other stakeholders. A key responsibility of this position is fostering collaboration, alignment, and shared purpose across the division's six specialized groups while supporting their unique technical functions and areas of expertise. The Director of M&M operates within a broad policy framework and assumes sole responsibility for a functional area(s) of service. The incumbent coordinates and implements program planning and defines organizational structure, staffing requirements, resource allocation, and identification of future resource needs. The incumbent also provides subject matter expertise and interfaces with all managerial levels within the agency and outside agencies, and serves as a representative of the division in meetings involving policies, procedures, operations, and administrative systems. Directs, plans, monitors, and evaluates the goals, operations, policies, procedures, and work standards of a division.
Plans, organizes, administers, reviews, and evaluates the activities of assigned staff. Coaches assigned staff for career development and performance improvement.
Selects personnel and provides for their training and professional development. Provides technical and managerial direction to Air District staff and others.
Directs the allocation of resources to achieve timely outcomes and measurable goals within budget. Adjusts plans and programs to meet emerging or new programs, while continuing to address major agency priorities.
Monitors and evaluates the effectiveness and efficiency of the division's operations, organizational structure, staffing levels, systems, and other internal policies and procedures. Recommends alternative approaches and implements changes.
Represents the Air District at meetings with the public, industry, and other agencies. Serves as the liaison for the agency.
Plans, develops, implements, or directs major or complex projects or programs. Directs the research of complex and highly technical issues, analyzes alternative solutions or approaches, and recommends most effective course of action.
Directs and oversees the preparation and administration of the division's budget.
Develops and presents technical, policy, operational, or administrative issues and recommendations to the Air District Board and executive management.
Reviews and analyzes division and agency reports. Directs the preparation of monthly and annual reports. Directs the gathering and analysis of information and evaluates processes.
Assists in the identification, development, and implementation of agency goals, objectives, policies, and priorities. Performs other related duties as assigned. Selection Criteria Selection may be based upon a competitive examination consisting of a written exercise, interview, or combination of the two. The Air District may hire from this recruitment process to fill future vacancies occurring within the next 18 months.
