Job description
As stated above, the available shift averages 40 hours per week over an 8-week period. The workday varies from 9 to 9.25 hours to accommodate the 8-week schedule. Each work week shift is 5 days on, with 3 days off; the days off rotate on a weekly basis., The Newington Highway Operations Center (HOC) is staffed and operated 7 days a week, 24 hours a day, 365 days a year. Duties include:

Operation of office computer systems, hardware control systems and office telephone hotline

Coordination with outside agencies
-
Preparation of incident reports and requests for DOT assistance

Activation of emergency response protocols and plans for major incidents on state highways and secondary roads that affect public safety

AMBER Alert activations, monitoring and control of traffic video cameras, electronic highway signs, traffic signal system timing plans, and web-based traveler notification systems, while using sophisticated computer software programs

This position also handles the coordinated response of DOT crews outside normal hours, as well as dispatching of Connecticut Highway Assistance Motorist Patrol (CHAMP) service patrol vehicles and implementation of highway diversion route plans., + Educational Credits: List your earned credits and degrees from accredited institutions accurately on your application. Provides general maintenance assistance in planning preventive maintenance schedules for highways and related infrastructure;

Responds to complex inquiries from other units or agencies;

Performs complex radio monitoring and communication;

Ensures compliance with federal and state regulations related to reporting and recordkeeping requirements;

Serves as liaison with other units for status updates and reporting on projects and/or traffic incidents;

Compiles and analyzes data for operational reports;
-
Prepares, processes and submits required transportation related reports;
-
Provides guidance to facility staff regarding proper recordkeeping procedures to ensure compliance with departmental, state, and federal requirements;

Conducts periodic examinations of project inventories and incident events records;
-
Coordinates and supports emergency and storm response operations as needed, including dispatch coordination and emergency personnel deployment;
-
Supports field crews by ensuring proper allocation of resources and equipment;
-
Interprets and applies standard operating procedures and agency policies;
-
Operates and monitors a full range of automated equipment including traffic cameras, signage, signal systems and software applications;

Performs snow removal operations at assigned facilities;
-
Performs general facility maintenance including mowing, snow removal and grounds upkeep;

Performs related duties as required.
Requirements
The incumbent selected for this vacancy will be expected to work independently and without direct supervision after completion of HOC training and is responsible for performing operational duties associated with the Department's traffic management, incident management and emergency management programs., + Considerable knowledge of general office systems related to construction, maintenance and repair operations of highway, bridge, and roadway maintenance;

Experience providing customer service, maintaining documentation and records, and responding to emergency phone complaints.

Experience working in an emergency situational environment, activation of emergency response protocols and implementation of highway diversion route plans and accident response plans, in an office setting

Experience in coordination of plans for major incidents on state highways and secondary roads.

Experience understanding, interpreting, and applying Standard Operating Procedures (SOP) and policies pertaining to the Department

Experience independently handling a high volume of calls promptly and professionally
SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

Incumbents in this class must be willing to accept assignment to emergency duties, including snow and ice removal whenever their services are needed.
PHYSICAL REQUIREMENTS

Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
