Description of Work The Senior Applications Systems Manager provides IT leadership across multiple technical teams supporting software applications utilized statewide. This position manages the planning, development, and maintenance of applications across program domains, such as Energy Assistance, Special Assistance, and related technical workstreams. The Senior Applications Systems Manager role oversees the entire Software Development Life Cycle (SDLC), coordinates vendor engagement, and collaborates with stakeholders across DHHS divisions and partner agencies. This position is key to delivering scalable, compliant, and efficient technology solutions that support critical health and human services operations. Key Duties Include:
- Supervises application development staff and oversees recruitment, coaching, performance management, and conflict resolution.
- Directs planning, architecture, and delivery of software solutions across web and cloud platforms.
- Leads agile software engineering efforts and guides teams through all SDLC phases.
- Collaborates with product owners and business stakeholders to align solutions with program goals.
- Ensures application and infrastructure compliance with audit and security standards.
- Oversees vendor relationships, including contract development, negotiations, and performance monitoring.
- Manages resource allocations and aligns team deliverables with strategic priorities.
- Provides technical expertise in system integration, architecture, and software design.
- Tracks project status, escalates risks, and communicates updates to executive leadership.

Requirements
The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred: Experience with web application development using languages such as Java, Python, or C#. Demonstrated experience with AWS Cloud-based solutions and low-code platforms (e.g., Salesforce, PowerApps). Proven experience with leading large-scale IT application teams, including product strategy and lifecycle oversight. Documented experience with Agile software development and technical project estimation., Applicants who are former members of either the NC Army National Guard or the NC Air National Guard, with honorable discharge and six years of creditable service, must attach a copy of the DD 256 or NGB 22, along with the state application., Some state job postings say you can qualify by an "equivalent combination of education and experience."
