Job description

  1. SILs will prioritize their time to prepare for active participation and attendance at monthly PLCs, attend office hours and Lead SIL coaching, participate in routine collaboration and engagement with TEA and Lead SILs, and complete onboarding and certification requirements within timeline.

  2. Upon certification, Sf Ls will utilize the tools and resources provided by TEA to focus their work with a minimum of two LEAs annually.

  3. Utilize the SIL Process and Fidelity of Implementation (FOi) for evidence-based approaches to document MTSS or meaningful access as a solution to the identified LEA Needs.

  4. Engage in regular outreach promoting the SIL project to gain interest among LEAs within their region.

Strategic Integration Liaison Performance Measures:

Essential Function #1 Executive Coaching and Systems Level Change: Support school systems to understand, design, and implement systems change that integrates support and resources for students with disabilities into new and existing systems within the school. Metric: By August 31, 2026, 5/Ls will be engaged with 2 LEAs on implementing systems change that integrates support and resources for students with disabilities.

a. Work with LEA leadership teams to increase the knowledge, skills, and motivation of LEA teams utilizing a fidelity of implementation rubric for systems change.

b. Jointly facilitate meetings with LEA leadership teams using the gradual release process, which includes current state analysis, multi-year strategic planning, goal setting, and implementation planning.

c. Utilize data analysis and LEA input to create a plan for system change that includes sustainability of progress to identify a problem, reflect critically on end-user input, root causes and potential solutions, and maintain a cadence of internal accountability.

d. Align LEA strategic goals, activities, and priorities with the Texas Education Agency (TEA) and ESC ecosystem of support.

e. Curate statewide resources tailored to the LEA-specific needs to support the implementation of MTSS and meaningful access.

f. Ensure quality data collection and submission of metrics and other applicable project reporting.

Essential Function #2 Collaboration: Manage, support, and/or collaborate directly with TEA, ESC, and LEA staff to develop and disseminate effective resources, products, and materials that are intentionally designed to support school systems to understand, design, and implement effective systems level change. Metric: 80% of LEA Action Plans contain alignment with other agency-level initiatives currently being implemented in the district and indicate the use of the TEA ecosystem of resources and support.

a. Support LEAs with meaningful access or MTSS systems-level change management by providing executive level coaching and supporting the LEA with facilitated continuous improvement.

b.Coordinate or provide LEA leadership learning opportunities through targeted professional development, implementation support, coaching related to meaningful access and MTSS, and ongoing connection and integration of Texas Strategic Leadership (TSL), Effective Schools Framework {ESF), Effective Districts Framework (EDF), High-Quality Instructional Materials (HQIM), Texas Instructional Leadership (TIL), any other TEA initiatives, and resources/services provided by the ESC.

c. Embed appropriate use of collaborative problem-solving approaches to achieve program goals (i.e. Design Thinking, 4 Disciplines of Execution {4DX) processes, executive systems coaching).

Essential Function #3 Professional Development: SILs continuously engage in their own growth and learning by attending and engaging in high-quality professional development. Metric: From one year from the date of hire, 100% of the certification requirements are completed.

a. Obtain all required certifications as SIL, including but not limited to systems-level coaching, change management, and MTSS or meaningful access.

b. Engage in routine collaboration and coaching with the TEA and Lead SILs.

c. Participate in ongoing professional development to build leadership, communication skills, and content knowledge to support continuous improvement and a growth mindset.

d. Participate and demonstrate content knowledge, specifically connected to statewide initiatives such as Tiered Interventions using Evidenced Based Research {TIER), meaningful access school accountability and improvement frameworks, TIL, and other TEA-aligned projects.

Major Responsibilities and Duties:

  • Embedded Design Thinking and 4 Disciplines of Execution (4DX) processes to meet goals outlined in state and local performance measures.
  • Establish and maintain internal protocols for documenting the status of all projects, including details and timelines, within and across workgroups and through TEA for final approval, if required.
  • Ensure quality completion, tracking, and reporting of all products/projects.
  • Implement professional development, training, and instructional activities at the local, state, and regional levels/as appropriate.
  • Prepare updates and communication for stakeholders, such as TEA, Core Group, etc.
  • Develop action plans to address network needs for development/expansion for special education initiatives.
  • Work collaboratively with other components, divisions, and Education Service Centers to strengthen the region-wide delivery system.
  • Provide assistance to Executive level instructional teams in identifying resources, products, and services available from ESC-20, TEA, and other sources to support efforts to improve student achievement for all student populations
  • Establish and maintain internal protocols for documenting the status of all projects, including details and timelines, within and across workgroups and through TEA for final approval, if required. Ensure that all required reports are completed and submitted before expected deadlines.
  • Recommend appropriate use of resources to achieve program goals.
  • Provide timely and accurate responses to questions from Executive level instructional personnel regarding options available for supporting all student populations

Requirements

  • Master's degree in education or a related field

Certifications:

  • Supervisor, mid-management, or administrator certification (preferred)
  • Texas Special Education Certification (Optional)

Knowledge and Skills:

  • Strong project management background
  • Background as an educator, and/or administrator, with data analysis, problem identification, root cause analysis, and potential solutions to benefit all student populations
  • High expectations for student achievement of all student populations
  • Experience leading and managing adults, and/or experience in working successfully on a team
  • Successful experience in, and affinity toward, collaboration and learning from multiple sources. Should be paired with the ability to reflect a strong leadership capacity
  • Experience providing successful professional development
  • Strong abilities in communication with diverse groups of stakeholders
  • Highly professional written and verbal communication is evident
  • Proactive, professional communication and collaboration
  • Frequent travel is required

Experience:

  • Minimum of three years of recent experience as an administrator, instructional coach or any similar leadership role
