Job description
Lead the development, implementation, and continuous improvement of data governance frameworks for Pinellas County Utilities. Serve as the enterprise data steward responsible for ensuring data quality, integrity, security, and accessibility across utility operations including water, wastewater, and reclaimed water systems. Integrates data governance practices across core enterprise platforms including SCADA, WIMS, LIMs, SAP S/4HANA, SAP Datasphere/Analytics Cloud, Cityworks, and ESRI GIS to support operational excellence, regulatory compliance, and data-driven decision-making. This position will also represent PCU on integrations with other county systems such as Workday.
This Senior System Data Governance Analyst position is located at: 14 S Ft Harrison Ave, Clearwater FL 33756.
Work Schedule: Up to 3 days' remote work per week permitted
What Will You Do
- Design and implement comprehensive data governance policies, standards, and procedures aligned with County and industry best practices.
- Coordinate with System Owners to establish and maintain data dictionaries, metadata repositories, and data lineage documentation across all utility systems.
- Define and enforce data quality metrics, validation rules, and remediation processes.
- Lead cross-functional data governance committees and working groups;
- Develop and deliver data governance training programs for technical and business users.
- Serve as the PCU primary POC and data subject matter expert for data architecture and governance within ESRI GIS, Cityworks, SAP S/4HANA, and SAP Datasphere/Analytics Cloud environments.
- Ensure geospatial data integrity and governance standards for ESRI GIS platforms, including integration with utility asset and operational data.
- Coordinate data flows and governance controls across integrated systems to maintain consistency and accuracy;
- Partner with BTS business intelligence teams to ensure governed, reliable data supports enterprise reporting and analytics.
- Develop dashboards and KPIs to monitor data quality, governance compliance, and system health.
- Support regulatory reporting requirements by ensuring data accuracy and auditability.
- Ensure data management practices comply with applicable regulations, including public records requirements and cybersecurity standards.
- Conduct data risk assessments and implement appropriate controls.
- Manage data access permissions and security classifications in coordination with IT Security.
- Lead or participate in technology projects involving data migration, system upgrades, and new implementations.
- Provide data governance requirements and oversight for capital improvement and technology initiatives.
Requirements
Do you have experience in Working in the energy & utilities sector?, Do you have a Associate's degree?, Experience: Progressively responsible experience in data management, data governance, or business intelligence including three (3) years of experience in a utilities, public works, or infrastructure environment preferred;
Degree: Information Systems, Computer Science, Data Management, Engineering, or a related field.
- 11+ years of experience as described above.
- Associate's degree and 9 years' experience as described above.
- Bachelor's degree and 7 years of experience as described.
- Master's degree and 5 years of experience as described.
- An equivalent combination of education, training, and/or experience.
Highly Desirable:
Demonstrated experience with at least three of the following platforms:
- SAP S/4HANA (Finance, Plant Maintenance, or related modules)
- SAP Datasphere or SAP BW/4HANA
- Cityworks (or similar asset/work management systems)
- ESRI ArcGIS (Enterprise or Pro)
