Job description

The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents of Kentucky including children, families, pregnant women, the aged and the disabled, as well as a number of programs and services directed at specific eligibility and medical needs. DMS strives each day to meet the mission of the Cabinet for Health and Family Services to be a diverse and inclusive organization providing programs, services, and supports that protect and promote the health and well-being of all Kentuckians and their communities.

The Division of Quality and Population Health is comprised of four branches: Behavioral Health Innovation, Population Health, Quality, and Research and Analytics. The division is seeking to fill the Information Systems Manager position within the Research and Analytics Branch.

The Information Systems Manager oversees and collaborates with research and analytics staff to lead the division's analytical efforts and to provide technical expertise and support to the other branches. Working collaboratively across the division, this role supports the shared goal of achieving optimal, high-quality physical and mental health outcomes for all Kentucky Medicaid members.

Join a team of dedicated, professional, and compassionate individuals committed to improving health outcomes and overall quality of life for Kentuckians by addressing the physical health, mental health, and socioeconomic factors that influence their well-being., * Manage staff within the Research and Analytics Branch, including attendance oversight, timesheet approval, performance evaluations, training coordination, and identification of hiring needs.

  • Identify, evaluate, and recommend system requirements and enhancements to support the division's data and reporting needs.
  • Provide technical and analytical support to the division by generating reports, developing dashboards, and conducting data analysis, including trend and comparative analyses, for all relevant division projects.
  • Participate in trainings, meetings, and conferences to maintain current knowledge of systems, tools, and industry best practices.
  • Prepare and deliver clear oral and written communications regarding branch operations to the general public, courts, legislators, and local, state, and federal government partners.

Requirements

Do you have experience in Trend analysis?, Do you have a Master's degree?, * Experience managing or supporting information systems, data platforms, or analytics environments.

  • Proficiency in data analysis, reporting, and visualization tools (e.g., SQL, Power BI, Tableau, or similar).
  • Ability to translate program and business needs into technical system requirements and solutions.
  • Experience developing dashboards, reports, and performance metrics to support decision-making.
  • Supervisory or team leadership experience, including project coordination and staff development.
  • Strong communication skills with the ability to present technical information to non-technical audiences.
  • Experience with healthcare, Medicaid, public health, or government systems preferred.

Minimum Requirements EDUCATION: Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in IT or related field OR certification in an IT related field.

EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in computer programming, systems analysis, systems support, or computer operating systems.

Substitute EDUCATION for EXPERIENCE: A master's degree in computer science will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Two years of additional experience in computer programming, systems analysis, computer operations, business or public administration, statistics, research, or a related field will substitute for the education requirement.
