The Court Technology Architect (Application Architect) performs advanced professional duties related to the architecture, design, integration, modernization, security, and governance of the Court's application portfolio. This position is responsible for defining and implementing scalable, secure, maintainable, and high-performing application solutions that support the Court's business objectives and operational workflows. The Application Architect serves as the Court's technical leader for application architecture, providing guidance on application design patterns, development standards, integration strategies, cloud adoption, DevSecOps practices, and emerging technologies. The position evaluates and recommends technologies, frameworks, tools, and architectural approaches that improve development productivity, enhance application reliability, strengthen security, and support long-term sustainability. The Application Architect collaborates closely with business analysts, developers, infrastructure teams, security personnel, vendors, and Court stakeholders to translate business requirements into technical solutions. Responsibilities include hands-on activities, architecting enterprise applications and services, designing integrations between internal and external systems, conducting architectural and security reviews, establishing development standards and best practices, and ensuring compliance with Court technology policies and governance requirements. In addition, the Application Architect leads application modernization initiatives, develops prototypes and proof-of-concept solutions, mentors development staff, conducts code and design reviews, and promotes the adoption of innovative technologies, including AI-assisted development tools and modern software engineering practices. The position may serve as the technical lead for large, complex projects involving multiple applications, teams, vendors, and stakeholders, ensuring solutions align with the Court's strategic objectives, architecture standards, security requirements, and operational needs. COURT TECHNOLOGY ARCHITECT, STEP 2: Candidates' supplemental question responses may be evaluated and ranked. Depending on the number of applications, assessments and/or screening interviews may be conducted. STEP 3: Those candidates who are successful in the review/assessment may be placed on the eligible list. Placement on the eligible list is not a guarantee of interview or employment. All candidates will be notified via email of their status at each step of the process. Additional steps in the selection process will include a local background check and a reference check.
Requirements
Do you have experience in Web services design?, Do you have a Master's degree?, Bachelor's degree from an accredited college or university in management information systems, information technology, computer science or a closely related field - AND - seven (7) years of full-time (or equivalent) years of progressively responsible experience in the planning, design, development, implementation, maintenance, and support of one or more domain areas. *Note: A copy of your college diploma or official transcripts must be included with your application. Education Substitution Credit: A master's degree in management information systems, information technology, computer science, or a closely related field may substitute for up to two (2) years of required experience. *Note: To receive substitution credit, a copy of your official college transcripts or certification must be included with your application. OR OPTION II: Two (2) years of full-time (or equivalent) experience with the Orange County Superior Court in a classification comparable to Applications Developer III, Systems Administrator III, Database Administrator II, Network Engineer III, or Court Technology Team Lead. Desirable Technical Qualifications
- Experience architecting and designing enterprise-scale applications using modern technologies such as .NET, Java, cloud platforms, web services, and databases.
- Hands-on experience designing, developing, and troubleshooting complex enterprise applications, including application architecture, system integrations, performance optimization, and production support. Proficiency in using APIs, messaging platforms, service-oriented architectures, or event-driven solutions.
- Experience leading application modernization initiatives, including migration of legacy systems to modern architectures and frameworks.
- Knowledge of secure software development practices, application security principles, authentication and authorization technologies, and vulnerability management.
- Experience establishing development standards, architectural patterns, and governance processes to promote consistency, quality, and maintainability.
- Experience with DevSecOps practices and tools, including CI/CD pipelines, automated testing, infrastructure automation, monitoring, and observability.
- Experience evaluating emerging technologies and developing proof-of-concept solutions to assess business value and technical feasibility.
- Experience mentoring developers and conducting code reviews, technical design reviews, and knowledge-sharing sessions.
- Experience leveraging AI-assisted development tools and modern software engineering practices to improve productivity, quality, and innovation within the software development lifecycle.
