Job description

This position operates as a senior technical lead within the Information Systems Operations team, responsible for designing, supporting, and improving the systems that enable the Air District's work. It requires strong technical depth, sound judgment, and the ability to move work forward across teams while staying hands-on in the technology.

In this role, you'll play a hands-on part in operating and modernizing the Air District's technology environment, with opportunities across areas including, but not limited to Cloud & Infrastructure Engineering, Networking & Connectivity, Identity & Access Management, Endpoint & Device Management, Monitoring & Reliability, and Disaster Recovery & Business Continuity., We're expanding our technology and software delivery capabilities and are looking for a Senior Business Analyst to join our collaborative, agile team. This is an opportunity to play a key role in modernizing business processes, improving technology solutions, and supporting initiatives that directly contribute to public health and environmental protection across the Bay Area.

About the Division

Enterprise Technology Solutions (Business Analyst)

The Enterprise Technology Solutions Division provides technology, data, and digital services that support the Air District's mission and business operations. The division partners with departments across the organization to deliver secure, reliable, and innovative technology solutions that improve efficiency, support informed decision-making, and enhance services for staff, regulated entities, and the public.

The division is responsible for enterprise applications, data management, business intelligence, system integration, cloud technologies, and digital services. Teams within the division work collaboratively to modernize business processes, improve access to information, strengthen data governance, and ensure technology systems remain scalable, secure, and aligned with organizational priorities.

Current initiatives include expanding enterprise analytics capabilities, modernizing technology platforms, improving data accessibility and quality, supporting digital service delivery, and implementing innovative solutions that help the Air District operate more effectively and efficiently.

Information Services (Cybersecurity & Operations)

The Information Services Division provides technology services and user enablement that support the Air District's mission and business operations. The division partners with departments across the organization to deliver secure, reliable, and scalable technology services that enable staff and stakeholders to operate safely and effectively in a modern digital environment.

The division is responsible for Service Desk operations, IT infrastructure and operations, cybersecurity, and records management across the Air District. Teams within the division work collaboratively to support day-to-day operations, strengthen security and resilience, and advance strategic initiatives that improve service delivery and operational efficiency.

Current initiatives include improving enterprise networking infrastructure, storage migrations to cloud, mobile device management, and process governance improvements.

DISTINGUISHING CHARACTERISTICS

This is the advanced lead level in the systems analyst series. Incumbents perform complex work, provide lead direction to project teams, resolve complex issues and provide advanced technical solutions.

This class is distinguished from Principal Systems Analyst in that the latter provides a higher level of leadership and broader scope of responsibility. This class is also distinguished from Supervising Systems Analyst, in that the latter assigns, supervises, and evaluates the work of assigned staff on a continuing basis.

Serves as a technical lead for complex IT projects, ensuring effective coordination and delivery.

Provides advanced systems analysis, design, and implementation for IT solutions.

Leads, designs, configures, and maintains enterprise IT systems, ensuring functionality and performance.

Develops strategies to enhance systems and address emerging business needs.

Leads, designs and implements CI/CD pipelines to streamline software development and deployment processes.

Develops automation scripts and tools to improve system reliability, scalability, and deployment speed.

Monitors and optimizes cloud and on-premises infrastructure to support development and operational needs.

Develops and maintains custom software applications to meet organizational needs, using programming languages such as Python, Java, or C#.

Integrates third-party APIs and tools into existing systems to enhance functionality and workflow efficiency.

Leads code reviews and collaborates with development teams to ensure high-quality software delivery.

Designs and manages data pipelines and ETL processes to support analytics and reporting functions.

Develops and optimizes database structures and queries for performance and scalability.

Ensures the security, integrity, and accessibility of data services across the organization, including compliance with data governance standards.

Resolves complex technical issues, including root cause analysis and system optimization.

Provides advanced troubleshooting for on-premises and cloud-based systems.

Collaborates with stakeholders to understand requirements and recommend solutions.

Prepares and delivers presentations, training, and technical documentation.

Ensures systems adhere to organizational policies and regulatory requirements.

Implements best practices for system security and data protection.

Leads IT initiatives, including planning, resource allocation, and tracking milestones.

Monitors project progress and provides updates to stakeholders.

Estimates level of effort across multiple IT disciplines.

Stays current with emerging technologies and identifies opportunities for innovation.

Conducts feasibility studies and prepares recommendations for system improvements.
