Job description

Inside Plant / Outside Plant (ISP/OSP) Specialist responsible for planning, installing, and maintaining network cabling, equipment, and devices across data centers and work facilities. Designs and builds communications networks, including basic router/switch configuration. Coordinates LAN/WAN hardware and software enhancements, monitors network performance, and develops technical solutions using the engineering design process. Plans and executes network enhancements. This is an unaccompanied assignment in an austere location (Kosovo). HOW AN ISP/OSP SPECIALIST WILL MAKE AN IMPACTSurvey facilities and create site-specific schematics, bills of material, and construction drawings (floor plans, room layouts, rack elevations).Install technology equipment in telecom rooms, including racked gear, twisted pair and fiber cabling, power cables, grounding, ladder rack, fiber guide, MDF/FDF equipment, switches, routers, and related components.Connect, rearrange, and test buried and in-building copper/fiber using hand tools and specialized test equipment. Perform fault locating, cable tests, and accurate cable identification.Interpret floor plans, engineering drawings, and technical specs to plan and execute installation tasks.Install backboards, EMT, raceway, ladder rack, cabinets, inner duct, grounding systems, and premise copper/fiber cabling.Clean/scope fiber connectors; document light levels and test results.Determine system integration requirements; coordinate cutovers for voice, video, and data systems.Perform and document copper and fiber structured cabling tests.Install cable pathways and ladder racks for fiber management; create physical cable routes.Work in buildings, trenches, manways, manholes, splice pits, vaults, hand holes, and rooftops as required.Install rooftop satellite equipment (routers, switches, gateways, VoIP, antennas, modems, UPS devices).Conduct equipment testing using volt/ohm/amp meters, OLTS, fiberscopes, BERT testers, CAT5/6 testers, etc.Test, locate, install, and repair cabling infrastructure for trouble calls and routine maintenance.Operate power equipment such as pumps, compressors, and generators.Document redline changes, manage change control, and produce asbuilt drawings and test results.Maintain, protect, and perform preventive maintenance on assigned equipment.Label and route equipment/cables; maintain configuration diagrams and specifications.Troubleshoot network outages, verify backup procedures, and update documentation.Identify, track, and remove abandoned cable; maintain clean, safe cable management.Use Microsoft Office applications (Excel, Word, PowerPoint, Outlook).Interface with government customers, vendors, subcontractors, and internal teams.Update network drawings using MS Visio and other applications.Comply with OSHA, safety standards, and departmental requirements.Perform additional duties as assigned. WHAT YOU WILL NEED TO SUCCEEDCertifications, DoD 8570 IAT Level certification (Security+CE minimum) required

Requirements

Day 1; ITIL Foundation, preferred.Clearance: Secret clearance Experience: 2+ years experience or equivalent training, certifications, or military background.Education: Bachelors in Telecom Engineering or related field preferred, additional years of experience can be substituted for degree requirement.Skills: Network certification and ICT Installer certification (fiber preferred) are a plus. Must be proficient with copper/fiber installation and test tools (Fusion Splicer, OTDR, Loop Analyzer, light source, power meter, etc.). Understanding of switch/bridge technologies required.Must be selfmotivated, able to work independently, climb ladders (20+ ft), and perform heavy lifting.Able to work outdoors in varying weather conditions and stand, bend, squat, walk, and carry 50 lbs for full workdays.Must meet SOFA requirements under Kosovo SOFA agreements.
