Job description
Business Development & Client Leadership
- Lead the growth of Tetra Tech's Northeast Transmission & Distribution practice.
- Develop and execute strategic business development plans focused on utilities, renewable energy developers, and infrastructure clients.
- Build and maintain long-term relationships with utility companies, developers, regulatory agencies, and industry partners.
- Identify, qualify, and pursue new business opportunities.
- Lead proposal development, interviews, pricing strategies, and contract negotiations.
- Represent Tetra Tech at industry conferences, client meetings, and networking events.
- Collaborate with account managers and technical leaders to expand existing client relationships and secure new work.
Project Management & Technical Leadership
- Serve as Project Manager or Technical Lead for complex transmission, distribution, routing, siting, and permitting projects.
- Manage project scope, schedule, budget, staffing, and overall project performance.
- Lead multidisciplinary teams consisting of environmental planners, engineers, biologists, GIS specialists, permitting professionals, and right-of-way specialists.
- Ensure projects are delivered safely, on schedule, within budget, and in accordance with client expectations.
- Mentor staff and support professional development across the practice.
Routing, Siting & Permitting
- Lead routing and siting efforts for transmission lines, substations, switching stations, distribution facilities, and related utility infrastructure.
- Conduct routing analyses, corridor evaluations, and site selection studies.
- Prepare due diligence assessments supporting project feasibility.
- Lead permitting efforts before federal, state, and local agencies throughout New England.
- Prepare and oversee permit applications, routing studies, environmental documentation, and regulatory filings.
- Support environmental studies and resource assessments associated with siting activities.
Agency & Stakeholder Coordination
- Represent clients before regulatory agencies, utility commissions, planning boards, and local governments.
- Participate in public meetings, stakeholder outreach, and regulatory negotiations.
- Respond to agency information requests and support permitting strategies.
- Develop collaborative relationships with regulatory agencies throughout the Northeast.
- Conduct activities in line with internal procedures, legislation, and industry standards.
- Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
- Work in a safe manner at all times and report all health and safety incidents and concerns.
- Additional duties as required.
Requirements
This is a senior leadership position for an accomplished seller-doer with established utility and developer relationships, a strong technical background, and a proven history of winning and delivering work. The successful candidate will lead business development efforts while serving as a trusted advisor to clients and providing technical leadership on transmission, distribution, and utility infrastructure projects.
The ideal candidate will have extensive experience supporting energy facility and linear infrastructure permitting throughout Massachusetts, Maine, New Hampshire, and Connecticut. Experience with the Massachusetts Energy Facilities Siting Board (EFSB) and other New England utility permitting programs is highly desirable., * Bachelor's degree in Environmental Science, Environmental Planning, Geography, Biology, Engineering, Land Use Planning, or a related field.
- Master's degree preferred.
- 10+ years of environmental consulting, project management, business development, routing, siting, and permitting experience.
- Demonstrated success winning and managing transmission, distribution, utility, or infrastructure projects.
- Strong understanding of federal, state, and local permitting requirements throughout New England.
- Experience leading multidisciplinary project teams.
- Experience preparing proposals, pricing projects, negotiating scopes, and developing client relationships.
- Strong knowledge of GIS applications supporting routing and siting studies.
- Excellent written, verbal, presentation, and negotiation skills.
- Must possess a valid driver's license with a clean driving record without restrictions and willingness to travel throughout Northeast.
Preferred Qualifications:
- Experience with Massachusetts Energy Facilities Siting Board (EFSB).
- Experience permitting projects in Massachusetts, Maine, New Hampshire, and Connecticut.
- Existing relationships with electric utilities, renewable energy developers, regulatory agencies, and infrastructure clients throughout New England.
- Experience leading transmission, distribution, substation, switching station, and linear infrastructure projects.
- Experience with public utility commission proceedings, public outreach, and stakeholder engagement.
- Experience mentoring technical staff and leading regional practice growth.
- Demonstrated success managing project financial performance, profitability, and business expansion.
- Experience overseeing environmental studies, routing analyses, resource assessments, and permitting documentation.

- Frequent travel throughout New England for client meetings, agency coordination, business development activities, conferences, and project support.

Pay Range: $150,000-$200,000 yearly
