Job description

Thurrock Council is seeking an experienced HR Data Officer to support the HR & Organisational Development team within Corporate Services.

This is a key position responsible for managing workforce establishment data, organisational changes, and reporting activity within Oracle HCM, ensuring accuracy, consistency, and compliance across HR systems during local government restructures and ongoing organisational change.

You will play a pivotal role in maintaining the integrity of the organisation structure, supporting senior stakeholders with accurate workforce data, and ensuring effective position and hierarchy management within Oracle HCM.

Key Responsibilities

  • Manage establishment and HR data changes within Oracle HCM
  • Maintain and update organisational structures, reporting lines, and position management
  • Support local government restructure activity through accurate system updates
  • Extract, analyse and present HR data and reports to senior stakeholders
  • Ensure data integrity, accuracy, and compliance across HR systems
  • Manage changes within the organisational tree and workforce structure
  • Work collaboratively with HR, payroll, and organisational development teams
  • Provide clear, insightful reporting to support strategic decision-making

Requirements

  • Proven experience working with Oracle HCM (functional use or administration)
  • Strong understanding of organisation structure / position management
  • Experience managing HR data, establishment changes, or workforce reporting
  • Ability to produce and present reports to senior stakeholders
  • Strong attention to detail and data accuracy
  • Experience working in a public sector or large complex organisation (desirable)

Compliance Requirements

Candidates must provide:

  • Eligibility to work in the UK

Data Protection Level 1 training required.

Thurrock Council | Grays, Essex (RM17 6SL) Hybrid working - 2 days office / 3 days remote 37 hours per week | 52-week temporary contract PAYE £17.38 per hour | Umbrella £22.58 per hour
