Job description

The mission of the Office of the Secretary of State (SOS) is to administer elections and government ethics in accordance with state and federal law and to maintain and provide access to the instruments vital to the efficient operation of state government. It is also the mission of the Secretary of State to file and maintain records vital to the interests of commerce and industry.

The IT Division is overseen by the Chief Information Officer and is responsible for all aspects of IT operations and strategic planning in support of the Office. The IT Division maintains the information systems which host two of our three primary lines of business, as well as the servers and technology infrastructure that are necessary to enable the internal functions of the Office. These information systems are hosted on SOS-owned equipment that is housed at the New Mexico State Data Center. In addition, the IT Division provides excellent customer service to the SOS's staff who are responsible for engaging with the people and businesses of New Mexico.

This job exists primarily to manage and support the computer systems, software, and peripheral technology that are used by the end-users at the Secretary of State (SOS). Keeping these computers secure against cyber threats and in top working order ensures that the SOS's staff have the tools they need to readily execute the Office's mission. This position also assists with the administration of the SOS's servers, storage, and backup systems in a highly virtualized environment.

As a member of the infrastructure team, this position provides remote and in-person support to the SOS's employees. This position operates under general supervision regarding work priorities and uses problem solving to minimize system downtime and work interruptions. How does it get done?

This position's key responsibilities include:

  • Management, administration, and operations of the desktop computing environment
  • Active Directory administration
  • Email administration including user accounts and distribution lists
  • Software management for local and remote users
  • Service desk system administration
  • Customer Service and Support
  • Staff onboarding and offboarding
  • Responding to and mitigating cybersecurity threats and vulnerabilities
  • Server and storage administration

Other Essential Duties and Responsibilities include:

  • Installs software and utilities for server and workstation remediation
  • Resolves incident reports as needed for infrastructure support
  • Maintains system security and user accounts
  • Installs, configures, and tests workstations and servers with supporting hardware, software, and networking components
  • Provides routine consultation and general IT support
  • Ensures data/media recovery by implementing a schedule of system backups and database archive operations
  • Participates in testing, debugging, configuring, and documenting operating systems and software
  • Installs, configures, and maintains infrastructure cabling, and peripherals as necessary
  • Builds, installs, configures, analyzes, tunes, and troubleshoots information systems to achieve optimum performance levels
  • Resolves difficult system problems
  • Configures and assists in the design of system and network security
  • Manages hardware, software, and utilities for installations, modifications, troubleshooting, maintenance, and upgrades of operating systems and workstation environments
  • Monitors and analyzes resource usage to recommend/develop enhancements to system capabilities and performance
  • Compares, evaluates, and implements new technologies and integrates systems into the computing environment
  • Documents system infrastructures for users, supports consulting personnel and developers
  • Trains personnel who provide support and consulting services to users
  • Facilitates vendor relationships
  • Demonstrates proficiency in multiple types of operating systems, programming languages or scripting for system development, networked environments, network storage solutions and security protocols
  • Manages shared resources and performs moderately complex tasks
  • Trains others in applications and operating system fundamentals

Who are the customers?

This position primarily supports the SOS's staff as they work to fulfill the Office's mission. It has frequent interaction with SOS employees and occasional contact with external customers and members of the public.

Requirements

Do you have a valid Driver's License license?, Do you have experience in Vendor relationship building?, Do you have a Bachelor's degree?, Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and two (2) years of experience in systems administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Must possess and maintain a valid Driver's License and be able to obtain a defensive driving course certification within six months of hire date. Candidate must also pass a background check as a condition of continued employment. Working Conditions
