Job description

We are seeking a Senior Trade Analyst to support our federal client, focused on modernizing the Harmonized Tariff Schedule of the United States (HTS). This role sits at the center of a high-visibility data initiative - researching, extracting, and validating structured datasets from decades of HTS publications and regulatory source documents.

This role blends trade subject matter expertise with high-accuracy data derivation. You will:

  • Research and extraction of HTS data across multiple dataset workstreams, including HTS item history, Chapter 98/99 referential and metadata datasets, and General Notes datasets

  • Interpret complex tariff language across HTS Prefaces, Change Records, Federal Register proclamations, and Presidential Executive Orders to accurately derive and document required data elements

  • Work within an AI-assisted quality framework - reviewing LLM-flagged records, resolving ambiguities, and ensuring biweekly submissions meet 98% accuracy standard

  • Apply OCR and manual extraction techniques to digitize and structure non-PDF publications

  • Serve as a subject matter expert on HTS structure and classification logic for the internal team

  • Author and contribute to weekly status reports, monthly progress reviews, and the project documentation library

  • Interface directly with stakeholders to receive feedback, resolve data discrepancies, and iterate on deliverables

  • Ensure all work adheres to IT security policies and agency-approved AI usage protocols

The Opportunity

This role offers the opportunity to contribute to a meaningful federal data modernization effort involving one of the most important trade reference systems used for U.S. imports. You will help convert complex historical and regulatory source material into structured, validated datasets that support long-term mission needs.

Key Responsibilities

  • Lead research and extraction of HTS data across multiple dataset workstreams, including HTS item history, Chapter 98/99 referential and metadata datasets, and General Notes datasets

  • Interpret complex tariff language across HTS Prefaces, Change Records, Federal Register proclamations, and Presidential Executive Orders to accurately derive and document required data elements

  • Review LLM-flagged records, resolve ambiguities, and support quality review activities tied to formal accuracy standards

  • Apply OCR and manual extraction techniques to digitize and structure non-PDF publications

  • Support weekly status reports, monthly progress reviews, and project documentation

  • Work directly with stakeholders to resolve data discrepancies and refine deliverables

  • Follow applicable IT security policies and agency-approved AI usage protocols

Requirements

  • Bachelors degree

  • 6+ years of experience working directly with the Harmonized Tariff Schedule of the United States, including chapter structure, headings, subheadings, General Notes, and special-purpose chapters (98/99)

  • Regulatory trade document interpretation - demonstrated ability to interpret Federal Register notices, Presidential Proclamations, and Executive Orders

  • High-accuracy structured data work - strong track record with detail-intensive data in CSV, JSON, Excel, or similar structured formats

  • Government contracting delivery - experience producing deliverables under formal quality standards

Preferred Qualifications

  • Customs brokerage, import compliance, or formal tariff classification background; Licensed Customs Broker a plus

  • CBP ACE entry summary familiarity and experience with HTS validation in trade processing systems

  • OCR tooling or large-scale document digitization experience

  • AI-assisted data validation or LLM-based QA workflow exposure

  • SharePoint, Confluence, or similar documentation/collaboration platforms experience

Our estimated salary range for this position is $100,000-$115,000. This presented salary range is not a guarantee of compensation or salary. Offered salary is based on education, experience, geographic location, and possibly contractual requirements as appropriate to the role. *Salary could fall outside of this range.
