GIS Supervisor

Geographic Information Systems (GIS) Coordination and Management :

• Manage the Kansas Division of Emergency Management Geographic Information Systems (GIS) program and section.
• Plan, coordinate and manage KDEM's GIS initiatives.
• Provide direction to KDEM GIS Staff.
• Develop and maintain a formal GIS program and business plan for the agency.
• Maintain awareness of the GIS needs and capabilities of all cross jurisdictional stakeholders with a role in prevention, preparedness, response and recovery operations for all types of emergencies including terrorist threats and other potential hazards.
• Ensure that all GIS programs/projects comply with the agency's strategic plan and priorities, are delivered in accordance with various federal and local standards and all are implemented in the most effective, economical manner within budgeted resources.
• Maintain awareness of the agency's strategic plan, customers and state and federal administrators.
• Maintain knowledge of agency's plan with respect to software and hardware.
• Coordinate and maintain the Agency's Geospatial Working Group for Emergency Management and Homeland Security, whose primary duty is to guide the use of GIS in homeland security and emergency management.
• Serve as the GIS technical point of contact for the agency.
• Represent the agency in state level meetings related to GIS policies and guidance. This requires excellent verbal communication skills; the ability to establish and maintain effective working relationships with all levels of administrators, peers and users with various levels of information technology knowledge; the ability to exercise tact and good judgment when dealing with sensitive subjects and difficult individuals; ability to adhere to confidentiality standards in dealing with sensitive military and homeland security information; and the ability to project a professional, competent and cooperative image of the agency.
• Perform as the Agency's representative on interagency and intergovernmental GIS issues as they pertain to homeland security, emergency management, and military issues.
• Develop KDEM operating policies and procedures for creating and using GIS applications, including data distribution and data security.
• Approve, monitor, and serve as primary POC related to software and hardware purchases and placement.
• Prioritize and coordinate projects/applications and establish timelines.
• Determine GIS training needs for users.
• Review expenditure documents and recommend future budget requests.
• Demonstrate good management and organizational skills.
• Demonstrate the ability to write in a clear, concise understandable format.
• Monitor expenditures and make accurate budget forecasts;
• Manage the GIS response team.

GIS Operations:

• Use ArcGIS Pro and ArcGIS Online in day-to-day GIS operations and tasks.
• Use ArcGIS Online tools, including, but not limited to, Survey 123, Experience Builder, Dashboards, Story Maps, Quick Capture, Web Maps, and Experience Builder Developer Edition in day-to-day GIS operations and tasks.
• Use common office computer software such as Microsoft Office and Office 365 in day-to-day operations and tasks.
• Create, publish, and maintain ArcGIS Online applications and resources.
• Develop GIS and digital data products in the areas of mapping, analysis, and remote sensing.
• Produce accurate, up-to-date paper maps, online maps and online dashboards and applications for use by emergency management, county emergency managers, and state agencies.
• Develop mapping projects on demand from entities within the agency, emergency management, its partners and the 105 counties at the direction of the direct supervisor.
• Demonstrate high-level knowledge and skills in state-of-the-art GIS methods, practices, techniques and equipment and in a variety of software programs and computer languages associated with GIS.
• Serve as a GIS technical expert for the agency.
• Complete work within the agency's plan with respect to software and hardware, including the agency's IT policies and procedures.
• Demonstrate good organizational skills and the ability to write in a clear, concise understandable format.
• Based upon a general outline of the product needed, create what is required to achieve end product accurately and in a timely manner. Ability to work independently and to request clarification when needed is crucial.
• Design, code, test and/or document programs and scripts written in various languages (i.e., JavaScript, Python, ArcGIS Server, etc.)
• Utilize Global Positioning Systems (GPS) for projects as needed.
• Maintain documentation to reflect the details of mapping requests for historical reference.
• Facilitate and participate in training for the GIS Response team.
• Respond to the State Emergency Operations Center or Incident Support Team when activated.
• Work independently to complete tasks assigned by the supervisor or requested during SEOC activations or incident support program (ISP) deployments.
• Write technical articles, reports, brochures and/or manuals for documentation

GIS Data Development:

• Manage the ESRI ArcGIS Online system for the division.
• Create, publish, and maintain ArcGIS Online data services.
• Explain data usage constraints and appropriate use considerations to decision makers.
• Create and maintain metadata in the FGDC and ESRI formats for data layers created by the department or held in the GIS data warehouse.
• Discover and evaluate the availability and technical adequacy of existing digital data generated by other government agencies, the private sector, learning institutions, and state agencies, and individuals, as well as products created internally by others under the guidance of the direct supervisor

Meeting/Consulting:

• Consult/meet/interact with wide groups of stakeholders including federal, state and local entities, educational and professional organizations, and professional personnel providing technical equipment and software support.
• Consult/meet/interact with requestors of the agency's GIS products under the guidance of the direct supervisor and on an as needed basis. This requires excellent verbal communication skills and the ability to establish and maintain effective working relationships with all levels of administrators, peers, and users of the various programs.
• Represent the agency in professional GIS organizations and conferences, symposia, and meetings.
• Conduct trainings and give presentations at conferences as needed.
• Consult with managerial personnel to clarify program intent, identify problems, and suggest changes

State Emergency Operations Centers (SEOC) and Incident Support Program (ISP) Duties:

• Under the Incident Command System (ICS) and in accordance with the National Incident Management System (NIMS) requirements, provide coverage of the SEOC and/or support as needed to an Incident Support Team or Emergency Operations Support Team as needed if one is deployed to a local jurisdiction.
• Attend appropriate training to develop competency for SEOC and IST positions. Attend appropriate coordination meetings as they pertain to SEOC and ISP duties. Maintain files for official forms, reports, and legal documents
• Ensure accuracy and completeness of records by contacting the appropriate ICS units Provide incident documentation to appropriate requesters.
• Provide status reports to the Planning Section Chief Maintain Unit/Activity log (ICS214).
• At the discretion of the supervisor, the SEOC duties may be shifted in part or whole to other tasks/responsibilities found herein. This is to ensure continuity of the Mitigation & Preparedness Bureau's mission essential functions (MEF).

Performs other duties as assigned:

• Incumbent may be subject to call-in/call-back outside of regular working hours to support state response and recovery actions staffing the state emergency operations center, or deployment to areas impacted by an emergency or disaster.

• Must have good communication, organization and analytical skills. Ability to analyze GIS and digital data and link modeling software to the Web. Ability to work in a fast-paced, high-stress SEOC environment., * Four (4) years of education and/or experience in GIS, ArcGIS Pro, ArcMap, ArcGIS Online, digital spatial databases and analysis. Emergency management experience preferred but not required. KBI background Investigation and other clearance will be required.
