Job description

You will serve as a Cyberspace Data Engineer responsible for providing technical guidance and operational advice to the assigned Cyber Protection Team (CPT) in support of Navy Defensive Computer Operations (DCO). You will specialize in collecting and querying data from various systems and sources. This position is located at CWG-SIX in Fort Meade, Maryland., Help

  • You will provide critical support to the Defensive Computer Operations (DCO) hunt mission facilitating and enabling data analytics
  • You will analyze and design data resources including data modeling and requirements, identification, and data flow diagramming.
  • You will manage the compilation, cataloging, caching, distribution, and retrieval of data.
  • You will perform backup and recovery of databases to ensure data integrity.
  • You will effectively allocate storage capacity in the design of data management systems.
  • You will assist in turning data from sensors into critical information and knowledge that can be used to make sound defensive cyber operation (DCO) decisions.
  • You will utilize different programming languages to write code, open and read files, and write output to different files.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a two-year DCIPS trial period requirement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work outside of traditional working hours (Mon-Fri 0800-1600) may be required.
  • You must meet qualification requirements of the specialty area assigned as delineated in Appendix 4 of SECNAV M-5239.2; see Additional Information Section., A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments., 1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix described in SECNAV M-5239.2 associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and:
  1. Participate in continuous learning program as described in SECNAVINST 543.2 a minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.

This position performs a primary cyber work role of 511 Cyber Defense Analyst, and additional cyber work roles of 531 Cyber Defense Incident Responder and 541 Vulnerability Assessment Analyst per the DoD Cyber Workforce Framework.

Requirements

You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following such as:

  1. Utilize proficiency in extracting data from multiple sources, transforming it into a usable form, and loading it into data stores for use by analysts to conduct defensive cyberspace operations;
  2. Configure clients and servers for remote logging with approved third-party data collection tools so they may be ingested to commercial Security Information and Event Management solutions (i.e., Splunk or Elastic);
  3. Conduct defensive cyberspace operations, threat hunting, intrusion detection, and network or host analysis to discover, clear, and harden networks against malicious cyber activity., PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
