Instructional Systems Specialist

TECHSOFT, Inc. is seeking an Instructional Systems Specialist to support the Naval Education and Training Command (NETC) in Pensacola, Florida. The successful candidate will support the Navy Career Training Continuum (CTC) and Learning Stack modernization initiatives by applying the Navy Training Process (NTP) and Instructional Systems Development (ISD) methodologies to analyze, design, develop, maintain, and improve curriculum, instructional products, testing materials, and supporting documentation. This position works closely with Government personnel, Subject Matter Experts, and multidisciplinary teams to deliver high-quality training solutions supporting Fleet readiness., Support CTC and Learning Stack modernization initiatives and NETC training transformation efforts.

Analyze government-approved curriculum, task analyses, Functional Requirements Documents (FRDs), Course Conversion Reviews, and other instructional documentation.

Develop and maintain Training Project Plans, Course Management Documents, Instructional Media Design Packages, instructional documentation, and other NTP deliverables.

Design, develop, revise, and maintain curriculum, testing materials, Interactive Multimedia Instruction (IMI), and instructional products in accordance with NAVEDTRA 142 Series guidance.

Apply Instructional Systems Development (ISD), ADDIE, adult learning principles, and learning theory to create effective training solutions.

Research emerging instructional technologies and recommend innovative learning solutions supporting Learning Stack modernization.

Facilitate meetings, capture meeting minutes, prepare briefings, monthly status reports, and other project documentation.

Support curriculum validation, business analysis, workflow improvements, quality assurance, and course conversion activities.

Coordinate with SMEs, NETC stakeholders, and project teams to ensure timely delivery of compliant products.

Use Microsoft 365, SharePoint Online, AIM II, CPM, LMS/LAS, Adobe Acrobat/Captivate, Moodle, and other collaboration and authoring tools.

Ensure all deliverables meet NETC quality standards, PWS requirements, NAVEDTRA guidance, and QASP performance expectations.

Do you have experience in Training program design for professional development?, Minimum five (5) years of experience performing instructional systems analysis, design, development, and curriculum management.

Bachelor's degree in Instructional Systems, Education, Educational Technology, Management Information Systems, Computer Science, or related discipline.

Knowledge of the Navy Training Process (NTP), NAVEDTRA 142 Series, Instructional Systems Development (ISD), curriculum maintenance, and course modernization.

Experience conducting needs assessments, performance analysis, curriculum development, instructional media selection, and course conversion.

Experience supporting Navy or DoD education, training, or Learning Management Systems.

Excellent technical writing, communication, facilitation, and analytical skills.

Proficiency with Microsoft Office 365, SharePoint, Adobe Acrobat, Adobe Captivate, AIM II, CPM, and LMS/LAS platforms.

Active Secret Security Clearance.

U.S. Citizenship is required.

Ability to obtain and maintain a Department of Defense Common Access Card (CAC)., Experience supporting NETC, MyNavy HR, Learning Stack, Career Training Continuum (CTC), NAWC TSD, or other Navy/DoD training modernization initiatives.
