Job description

The Louisiana Office of Technology Services (OTS) is seeking an experienced Support Services Project Manager / Specialist to support the statewide Voice Service Modernization initiative. This role will lead large-scale telecommunications infrastructure modernization projects, including the migration of approximately 13,000 legacy AT&T copper services to modern VoIP and LTE technologies.

The ideal candidate will possess extensive telecommunications project management experience, strong knowledge of voice infrastructure, vendor management, telecom billing, contract oversight, and enterprise-scale voice network implementations within State Government environments., * Lead statewide Voice Service Modernization initiatives.

  • Manage the AT&T Legacy Services Conversion (Copper-to-Cloud) project.
  • Coordinate migration from legacy copper services to VoIP and LTE solutions.
  • Manage telecom vendors, service providers, and implementation partners.
  • Resolve telecom ordering, provisioning, and deployment issues.
  • Develop project schedules, monitor milestones, risks, and deliverables.
  • Manage telecommunications contracts, RFPs, RFIs, and ITB processes.
  • Conduct telecom billing reviews, invoice reconciliations, and financial audits.
  • Identify billing discrepancies and recommend cost-saving opportunities.
  • Support enterprise VoIP implementations and network modernization projects.
  • Deliver training on telecom billing processes, compliance, and VoIP technologies.
  • Support E911 and HELD Protocol modernization initiatives.
  • Prepare project status reports, executive updates, and risk assessments.
  • Collaborate with technical teams, vendors, and agency stakeholders to ensure successful project delivery.

Requirements

  • Minimum 15 years of telecommunications experience.
  • Extensive experience managing enterprise telecom modernization projects.
  • Strong knowledge of AT&T services, Centrex, VoIP, LTE, and telecom infrastructure.
  • Experience with telecom vendor management and service provisioning.
  • Expertise in telecom billing audits and invoice reconciliation.
  • Experience implementing VoIP solutions within large enterprise environments.
  • Strong understanding of network infrastructure and telecommunications contracts.
  • Experience supporting State Government telecommunications environments.
  • Excellent project management, stakeholder communication, and leadership skills.
  • Ability to work independently while managing multiple concurrent projects.
