Job description
Duties of the Project Manager will include the following:

Lead day-to-day delivery of development and sustainment work, owning scope, schedule, and execution against the contract Performance Work Statement.

Serve as Scrum Master / Agile lead - facilitate sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives, and keep the team's velocity and burndown healthy.

Act as a technical lead and trusted point of contact for the development team, contributing to architecture and design discussions, unblocking engineers, and making sound trade-off calls on sprint scope.

Produce clear, reliable documentation including meeting minutes, decision logs, action-item tracking, status reports, and risk/issue registers and follow each item to closure.

Manage stakeholder communication with the federal customer (Product Owner, COR, and end-user representatives), translating between technical teams and program leadership.

Maintain and groom the product backlog, write and refine user stories and acceptance criteria, and ensure work is properly prioritized and ready for development.

Track and report on cost, schedule, and performance; surface risks early and drive mitigation.

Coordinate releases and deployments, and support QA, user acceptance, and transition activities.
Requirements
As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Project Manager to join our growing team., 5+ years of IT project management experience, including leading software development teams.
- Demonstrated mastery of Agile and Scrum with proven experience as a Scrum Master or Agile delivery lead
- Strong technical leadership ability: comfortable engaging developers on architecture, code-level trade-offs, and sprint scoping decisions.
- Exceptional documentation and note-taking discipline and able to capture decisions, action items, and follow-ups accurately in real time and maintain authoritative records.
- Excellent written and verbal communication skills, with the ability to brief both technical teams and non-technical stakeholders.
- Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field (equivalent experience considered).
- U.S. citizenship and ability to obtain a federal Public Trust / background investigation., Experience supporting federal customers, or other federal scientific or regulatory data systems.
- Familiarity with the technical environment (e.g., Oracle/APEX, web-based reporting and data submission systems, large multi-user operational platforms).
- PMP, Certified ScrumMaster (CSM/PSM), or equivalent certification.
- Experience with help desk / user support operations and service-level reporting in a sustainment context.
- Prior experience in a federal government contracting environment.
