Development Manager Location: South East Rate: £500 Per day (Outside IR35) Contract: 6 - 12 Months Spencer Clarke Group are recruiting for an experienced Development Manager to lead the progression and delivery of a local authority housing development and capital programme. You will take projects from post-feasibility through governance approvals, mobilisation, delivery, handover and closure, owning programme controls, reporting and stakeholder management across a varied portfolio. This is a delivery-focused role requiring strong governance, commercial awareness and the ability to coordinate finance, procurement, legal and technical stakeholders, ensuring projects stay on track for time, cost and outcomes. Responsibilities include: Leading business case development, governance papers and approval gateways Setting up project governance, delivery structures, work packages and controls Managing programmes, delivery plans, RAID logs, highlight reporting and assurance Overseeing development budgets, cashflow forecasts and financial monitoring Coordinating funding strategies, including grant claims and reporting Leading procurement of consultants/contractors and supporting mobilisation Stakeholder management across internal services and external partners About you: Significant experience in housing development, regeneration, development delivery or capital programme management Strong business case and report writing capability, comfortable with governance boards Confident managing budgets, appraisals, cashflows and financial risk/variance Strong procurement and stakeholder management experience in a public sector setting
Requirements
