The Senior PeopleSoft HCM Time & Labor Consultant provides highly advanced functional configuration, technical support, and consultative services for a statewide Enterprise Resource Planning (ERP) platform (PeopleSoft HCM version 9.2). This role focuses on supporting the Time and Labor (T&L) module, implementing Fluid timesheet functionality, administering system configurations, and coordinating technical operations (SQR, SQL, Integration Broker) to ensure secure, efficient, and accessible enterprise-level processing. Key Responsibilities Time & Labor Configuration & Fluid Support
- Configure and support PeopleSoft HCM Time & Labor (T&L) module components including TRCs, Programs, Workgroups, ORCs, Task Profiles, Task Groups, Schedules, Value Lists, Security Groups, and Rules/Rule Programs.
- Plan, configure, and maintain Fluid timesheet functionality, including security roles, integrations, testing, change management, and ongoing system maintenance.
- Support complex T&L batch jobs (such as batch scheduling platforms) and resolve processing issues or failures.
Technical Tools & Integrations
- Utilize PeopleSoft developer tools (Application Designer, Integration Broker) to manage fields, records, pages, components, and web services (REST/SOAP integrations).
- Develop, customize, and maintain reports and data outputs using SQR, BI Publisher, SQL, and other business intelligence platforms.
- Leverage administrative and lifecycle tools, including PeopleSoft Update Manager (PUM), Change Assistant, Fluid UI, and Elasticsearch/Search Framework.
Functional Support & Operations
- Act as a primary point of contact to provide Level 2 Service Desk support, managing complex ticket troubleshooting and resolving functional system issues.
- Lead the functional design phase, creating Functional Design Documents (FDDs) and executing system modifications using features like Page and Field Configurator, Drop Zones, and Event Mapping.
- Coordinate cyclic and fiscal year-end processes, including sick leave conversions, T&L leave liability processing, and emergency leave reporting.
- Align operations with ITIL frameworks, actively participating in Major Incident Management (MIM) processes, Disaster Recovery, and system upgrade testing.
Governance, Audits, & Compliance
- Maintain enterprise system security, enforcing multi-tenancy requirements, NIST standards, and data integrity parameters.
- Ensure all digital deliverables, interfaces, and documentation comply with WCAG 2.1 accessibility standards.
- Coordinate and gather documentation in support of annual audits (such as SOC-1 attestation), open records requests, and compliance assessments.
- Provide structured cross-training to junior analysts and comprehensive functional training to agency end-users.
Requirements
- 8 or more years of experience creating strategic system roadmaps, combining functional insights and cross-functional planning.
- 8 or more years of experience supporting and configuring the Time and Labor module in PeopleSoft HCM version 9.2.
- 8 or more years of hands-on experience utilizing PeopleSoft developer and reporting tools, including Application Designer, Integration Broker, SQR, SQL, and BI Publisher.
- 8 or more years of experience configuring, running, and troubleshooting batch jobs within automated scheduling tools.
- 8 or more years of experience coordinating large-scale, statewide fiscal year-end processing and legislative mandate integrations.
- 8 or more years of experience managing security standards, NIST guidelines, and multi-tenancy architectures within a shared enterprise instance.
- 8 or more years of experience preparing digital deliverables and materials in compliance with WCAG 2.1 accessibility standards.
- 8 or more years of experience facilitating disaster recovery exercises, managing technical audits (such as SOC-1), and preparing executive-level presentations.
- 5 or more years of experience as a subject matter expert in designing, implementing, and supporting PeopleSoft Fluid timesheet functionality.
- 5 or more years of experience using PeopleSoft administrative tools (PUM, Change Assistant, Fluid UI, and Elasticsearch).
- 3 or more years of experience working within ITIL frameworks for IT service and asset management., * 10 or more years of experience performing functional project management activities for statewide ERP programs.
- 8 or more years of experience supporting public sector environments, directly assisting a large network (30 or more) of state government agencies.
- 8 or more years of experience providing Tier 2 Service Desk support in coordination with a Tier 3 managed services vendor.
- 8 or more years of experience executing SQL scripts and database synchronization activities across legacy and modern enterprise systems., * Strong problem-solving, analytical, and troubleshooting capabilities for complex technical and functional issues.
- Excellent communication and collaboration skills to bridge technical analysts, policy personnel, business users, and third-party vendors.
- High-level initiative to work independently with minimal supervision under established processes.
