Job description

The Construction Manager (CM) is responsible for overseeing end-to-end telecom construction projects with a strong focus on fiber construction operations and crew performance.

This role ensures all projects are delivered safely, on time, within budget, and to strict quality standards, while directly managing fiber splicing crews, field supervisors, and subcontractors.

Key Responsibilities Project Oversight & Execution

  • Manage multiple OSP telecom construction projects from pre-construction through closeout
  • Oversee fiber splicing activities across aerial and underground builds
  • Ensure alignment with construction schedules, budgets, and production targets
  • Drive project execution to meet client SLAs and deadlines

Fiber Splicing & Quality Control (Core Focus)

  • Directly oversee fiber splicing crews and subcontractors
  • Ensure proper splicing techniques, testing (OTDR, power meter), and documentation
  • Validate fiber network performance, continuity, and signal integrity
  • Enforce strict quality assurance (QA/QC) standards for all splice work
  • Troubleshoot and resolve network or splice-related issues in the field

Field Operations & Team Leadership

  • Lead and support Supervisors, Foremen, and field crews
  • Monitor daily production, crew efficiency, and output quality
  • Conduct regular job site visits to ensure compliance and productivity
  • Mentor and develop field leadership and junior managers

Safety & Compliance

  • Enforce compliance with OSHA, DOT, and company safety standards
  • Lead weekly safety meetings and field audits
  • Ensure crews follow all proper procedures for:
  • Aerial and underground work
  • Traffic control
  • Utility coordination

Client & Stakeholder Management

  • Serve as the primary point of contact for clients and escalation issues
  • Coordinate with:
  • Engineering teams
  • Permitting authorities
  • Utility companies
  • Maintain strong relationships with clients and municipalities

Budgeting & Cost Control

  • Review and approve project estimates, change orders, and cost reports
  • Monitor labor, material, and subcontractor costs
  • Identify opportunities to improve margins and reduce rework

Process Improvement

  • Implement best practices to improve:
  • Splicing efficiency
  • Field productivity
  • Quality standards
  • Drive continuous improvement across crews and projects

Requirements

  • 7+ years of telecom construction experience (OSP fiber)
  • 3+ years managing multiple crews/projects
  • Proven experience overseeing fiber splicing operations
  • Strong knowledge of:
  • FTTH, backbone, and distribution networks
  • Aerial and underground construction
  • Experience with fiber testing (OTDR, power meters) and QA/QC standards
  • Ability to read and interpret:
  • Construction prints
  • Fiber schematics
  • KMZ files
  • Strong background in budgeting, cost control, and production management
  • Proficient in Microsoft Office and project tracking tools
  • Valid driver's license, * OSHA 30 Certification
  • PMP Certification (a plus)
  • Experience with major telecom providers
  • Background managing large-scale fiber deployments
