The Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the National Preparedness Goal: prevention, protection, mitigation, response, and recovery. Why does the job exist?
This position will provide specialized technical support, configuration, deployment, maintenance, upgrade, troubleshooting, disaster mitigation, and disaster recovery for desktop and peripheral systems, operations, LAN/WAN in the Department's statewide enterprise environment. It will serve as the primary expert at the Department of Homeland Security and Emergency Management on matters server/systems management, support services and applications. This position is the lead technologist for the agency and is accountable for all IT Systems management. This position is also IT support for our SFMO office located in Albuquerque and the Fire Training Academy in Socorro. Perform planning and analysis; agency/user coordination. Serve as Emergency Management team member in emergency response and recovery. How does it get done?
- Network and System Support: Supports installation, configuration, and maintenance of networked systems and infrastructure components that enable agency operations. Assists with LAN/WAN connectivity, VPN access, and basic network segmentation in coordination with enterprise network teams. Monitors system and network performance and helps troubleshoot outages, connectivity issues, and service disruptions.
- Server and System Administration: Administers Windows Server environments including Active Directory, Group Policy, DNS, DHCP, and certificate services. Supports installation, configuration, and maintenance of physical and virtual servers, including VMware environments. Performs routine system maintenance such as patching, upgrades, and configuration changes to maintain system availability and performance. Ensures data protection through scheduled backups, participates in disaster recovery testing and system restoration activities, and supports continuity of operations through recovery planning and execution.
- Security and Access Management: Maintains system security through user account management, permissions, and access control administration. Supports monitoring of security alerts and assists in responding to incident reports as directed. Participates in vulnerability remediation, patch management, and implementation of security updates in alignment with agency policies.
- Technical Support and Troubleshooting: Provides Tier 2 technical support for infrastructure-related issues including servers, systems, and connectivity. Diagnoses and resolves operating system, application, and hardware issues to restore services. Assists with installation, configuration, and testing of workstations, servers, and related peripherals.
- Documentation and Coordination: Develops and maintains technical documentation, system configurations, and operational procedures. Participates in change management activities including documenting system changes and rollback steps. Coordinates with IT staff, vendors, and stakeholders to support system maintenance and issue resolution.
- Operational Support: Participates in on-call rotation and provides after-hours support for critical system incidents. Supports emergency activations and planned operational events as required. Assists in maintaining continuity of IT services during high-priority or emergency situations.

Requirements
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and two (2) years of experience in systems administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive phone and personal computer usage. Direct client interaction and some travel may be required. Must be able to operate a motor vehicle. Supplemental Information
