Franchise Tax Board is looking for an eager, helpful, customer service focused technology solutions analyst specialist to join a diverse and exciting Human Resources (HR) Systems team.
The Technology Solutions Analyst Specialist will provide support to the System Development Life Cycle (SDLC) including system design, development, test, implementation, and post-implementation support as a Subject Matter Expert (SME). The Technology Solutions Analyst Specialist is responsible for performing analytical studies and activities related to information technology and performing validation testing of FTB systems and services. In this role you will collaborate closely with internal partners, including Personnel, Labor Relations, Financial Performance Unit, Divisional Budget Offices, and Fiscal Accounting to identify business requirements and implement changes to HR applications resulting from new or updated personnel policies, laws, or labor agreements. You will promote, established, and maintain relationships with representatives across the department. Work will be performed within FTB's Mission and Values framework and is geared toward fulfilling the Technology Solutions Bureau's Business Plan goals while focusing on the needs of our business partners. Requirements

The foregoing general qualifications shall be deemed to be a part of the personal characteristics of the minimum qualifications of each class specification and need not be specifically set forth therein., In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate, * Experience in eliciting, analyzing, documenting, testing, and managing business and/or system requirements (e.g. Use Cases, System Requirement Specifications, Page Definition/Specifications, Solution Assessments)
- Experience in analyzing data requirements and attributes for system interfaces, extracts, and reports (e.g. System Experience in analysis of processes and systems (concentration in human resources, budgets or fiscal accounting)
- Experience interpreting, applying and/or working with California State personnel rules, regulations, policies and/or procedures in regard to payroll, timekeeping, work activity tracking, and leave administration
- Definition Descriptions, Data Dictionaries, Interface Specifications)
- Experience in technical customer service with multi-disciplinary business users and stakeholders
- Experience in developing, presenting, testing, and managing technical documentation
- Experience with user support relating to incident management practices
- Ability to understand technology impacts to business areas
- Ability to be flexible and develop new skill sets
- Ability to manage multiple workloads and priorities
- Ability to work in a team environment while demonstrating initiative, integrity, ownership, and accountability
- Ability to provide quality customer service and to effectively communicate verbally and in writing with target audience in mind
- Knowledge of technical workload management tools (e.g. Microsoft Azure Dev Ops Server / Team Foundation Server)
