Job description

Join the NTCSS team modernizing critical Navy logistics systems supporting global aviation, afloat, and shore activities.

Leverage AI tools (NIPRGPT, GenAI.mil) to reverse-engineer legacy PowerBuilder applications, create SRS/SDD documentation, and bridge legacy code with modern requirements for the RSupply Web Modernization initiative.

Role Split: 70% Systems Engineering/Requirements Validation | 30% PowerBuilder Development

Work in SAFe methodology supporting Navy supply chain, logistics, and personnel administration.

Responsibilities: Systems Engineering & Requirements Validation: Reverse-engineer PowerBuilder applications using AI tools; validate requirements against system behavior Create/maintain 20+ SRS and SDD documents using AI-assisted and traditional analysis Develop cross-reference documentation mapping code to functional requirements Conduct SME validation sessions and support RSupply Web modernization Validate functionality across multiple server environments PowerBuilder Development & Maintenance: Develop/enhance PowerBuilder applications (2017 R3+; 2022 experience preferred) Apply PFC and OOP principles; troubleshoot complex issues Perform code reviews using Crucible/JIRA; support PowerBuilder 2022 migration Database & Integration: Design solutions using Sybase ASE v15+, Oracle, SQL Server Create stored procedures, optimize queries, support web services integration Agile Development: Participate in SAFe ceremonies; utilize SVN, JIRA, Jenkins, Crucible Provide technical mentorship; collaborate across distributed hybrid teams

Requirements

Required:

Clearance: Active SECRET | U.S. Citizen | DoD 8570 IAT Level 2 cert

Education/Experience: Bachelor's in CS, CE, EE, Math (CS concentration), or related field | 5+ years software design/development | 1+ year DoD Business IT supply/logistics/maintenance systems

Technical: Extensive PowerBuilder (2017 R3+; 21/2022 preferred) | PFC and OOP proficiency | Sybase ASE v15+ and relational databases | Stored procedures, views, optimization | Linux OS 6+ (RHEL 8 preferred) | SVN, JIRA, Crucible, Jenkins | Complex problem-solving across OS/networks | Code reverse-engineering and requirements validation | Technical documentation and communication

Systems Engineering: Analyze/document system requirements | Create SRS/SDD specifications | SoSE methodology understanding | SME collaboration for requirements validation

Desired:

Certs: PSEM/CSDP, Microsoft (MCAD/MCDBA), Cloud (AWS/Azure), Red Hat (RHCA/RHCP)

Technical: PowerBuilder 2022 migration, requirements management tools, legacy modernization, advanced Oracle/SQL Server, web technologies (Java, HTML, JavaScript), Apache-Tomcat, Perl, SOAP/RESTful, AI-assisted tools, SAFe/Agile/Scrum, Cloud (AWS/Azure), CI/CD

Domain: Navy systems (NTCSS, RSupply, NALCOMIS, OOMA), DoD supply chain/maintenance, aviation/maritime operations, Federal Supply Classification

Systems Engineering: Comprehensive SRS/SDD creation, legacy-to-modern bridging, requirements traceability/validation, technical documentation standards

Soft Skills: Team collaboration, self-motivated problem-solver, mentorship, technical writing, Agile experience, stakeholder management

The proposed salary range for this position is: $82,100-$172,400
