Job description

We are seeking a Director of Technology & Federal Health Delivery who combines strategic leadership with hands-on execution across technology, delivery, and business development. This role requires a senior technologist who can architect solutions, lead federal health programs, and direct business development efforts including capture, solutioning, and proposal leadership. This individual will step into a dynamic environment and take ownership of ongoing work, while also being responsible for building and scaling new capabilities. This includes developing delivery models, shaping offerings, and building the teams and resourcing structures needed to support growth. The ideal candidate is a builder who leads from the front: directing teams, engaging clients, and personally contributing to technical and delivery work., Hands-On Technical and Delivery Leadership

  • Architect enterprise solutions and provide hands on technical guidance.

  • Troubleshoot complex issues and directly support delivery teams when needed.

  • Lead technology strategy and ensure alignment with client and organizational goals.

  • Oversee federal health IT delivery, including EHR/EMR modernization efforts such as MHS GENESIS and VA EHRM.

  • Manage multi-workstream programs while remaining deeply engaged in technical details.

  • Lead systems integration efforts including interface design, mapping, and technical assessments.

  • Direct and contribute to data and analytics initiatives including BI, reporting, performance testing, and data governance.

Building and Scaling Edera's Technical Capability

  • Build and grow a technology delivery capability, including staffing models, resourcing plans, and team structures.

  • Recruit, develop, and mentor technical and delivery talent.

  • Establish delivery frameworks, best practices, and repeatable processes.

  • Develop new service offerings and expand the firm's technical footprint.

  • Create the operational foundation needed to support long-term growth.

Business Development Leadership

  • Lead business development strategy for federal health and technology opportunities.

  • Direct capture activities, shape win themes, and lead technical solutioning.

  • Serve as lead technical author and solution architect for proposals.

  • Build and maintain executive-level client relationships.

  • Identify new opportunities and position the firm for long-term growth.

  • Lead development of go-to-market strategies, offerings, and pricing approaches.

Requirements

  • 10+ years of experience in technical delivery, enterprise architecture, or federal IT program leadership.

  • Demonstrated ability to be both a strategic leader and a hands-on contributor.

  • Experience leading federal business development including capture and proposal leadership.

  • Proven experience building or scaling a technical capability, practice, or delivery team.

  • Strong background in EHR/EMR systems, healthcare data, or federal health modernization.

  • Has deep expertise in integration and application management.

  • Technical depth across multiple platforms, including Oracle, AWS, Microsoft, PeopleSoft, Hyperion, cloud infrastructure, and large enterprise platforms.

  • Experience managing multinational delivery teams and complex technical operations.

  • Experience serving as a solution owner.

  • Bachelor's degree in a technical or quantitative field; advanced certifications preferred.

Preferred Experience

  • Leading architecture for ERP, HR, financial, or education systems.

  • Handson work with BI, analytics, data warehouse, or performance testing.

  • Experience with IV&V, modernization assessments, or enterprise-wide upgrades.

  • Experience in both federal and commercial environments.

  • Proficiency in system design, integration, interoperability standards (e.g., HL7, FHIR), and cloud technologies.

  • Familiarity with healthcare compliance (e.g., HIPAA) and security protocols

Technical Skills Required:

  • Strong proficiency with MS Office 365 skills to include MS Word, Excel, PowerPoint, Outlook, Teams, and SharePoint

  • Familiarity with healthcare data standards (FHIR, HL7, DICOM); an understanding of FHIR API and app design, familiarity with digital quality measurement, experience with use-cases involving EHR data in downstream/value-add applications; and a good understanding of the challenges and limitations of using real-world clinical data in quality measurement.
