Job description

The Senior Director, Enterprise Technology's role is to align technology vision with business strategy by integrating company processes with the appropriate technologies. Participate as a member of senior management team in governance processes of the organization's architecture and business process management. Responsible for providing leadership and guidance to coach, inspire, and lead team members to their optimum performance levels and career development.

The Senior Director of Technology is responsible for design, development, purchases, and manages the technological infrastructure, hardware, and devices necessary to support the needs across all levels of Ballad Health.

The Senior Director must conduct research to remain up-to-date and knowledgeable regarding industry trends and emerging technologies in anticipation of new business processes and system alterations. Core service areas include: Infrastructure Development and Operations, Technology Security, Service Delivery & Management, Enterprise Infrastructure Applications, Technology Administration, Policy & Governance and IT Public Communications. This position acts in a Chief Technology Officer role for the IT Department.

Under the general supervision of the Chief Information Operations Officer, the Senior Director of Technology exercises independent initiative and judgment and provides management of the planning, design, configuration, development and implementation of enterprise infrastructure technology that meet the diverse needs of our customer base, while maintaining overall architecture integrity. This position is responsible for the strategic and tactical management of technology platforms within the Data Center, End User Compute, and LAN/WAN verticals.

Provide internal and external leadership in areas of technology for healthcare and administration. Develop long term health IT strategy in accordance with the organizational strategic plan and industry best practices. Consult regularly with the executive team to support their priorities for innovations, and improvements to existing systems. Execute on the approved plan and provide regular updates. Perform vendor management for key business associates such as EHR, datacenter, network, suppliers etc. Build strong relationships with various business associates that can be used for negotiations and escalations during crises. Leverage value-added reseller's expertise for technology consulting and support. Develop departmental budgets including staffing, contractors, licensing, support contracts, new technology etc., including administrative, data and health IT related initiatives. Work with department heads to understand their upcoming initiatives which may require IT integrations. Assure organizational security compliance with internal and external regulations and guidelines, including HIPAA/HITECH act. Drafts protocols for responding to data breaches and other security threats. Provides oversight and management of health IT projects and ensures high quality and fiscally sound delivery of projects. Manages the technology project portfolio and associated prioritizations, resource allocation and contract work. Collaborates with internal and external stakeholders to promote organizational priorities in healthcare technology. Attends meetings to discuss needs and strategies for most effective course of action as it relates to the adoption or upgrade of new and existing technologies. Provides for greater integration across various systems and makes recommendations for the upgrade or retention of specific data systems based on their overall benefit to the organization. Manages health technology systems evaluation and selection. Forecasts needs, requirements and future direction and integration for technology across all departments. Responsible for overall health IT systems uptime, including clinical and administrative systems and technologies. Establishes best practice-based protocols for health IT operations including disaster recovery and fixed asset inventory. Develops plans to systematically maintain the infrastructure and determine hardware and software replacement priorities. Perform root-cause analyses for system failures and security breaches in data management. Promotes a customer centric service organization through the client-IT relationship. Establish, build and promote a positive image for the service, reliability and responsiveness of the health IT department among staff at all levels. Responsible for technical oversight of enterprise-wide voice communication, collaboration platforms, call center, corporate websites and intranet. Manage all software development and cloud technology. Oversee all health IT software licensing compliance for the agency. Ensure technical and management staff headcount and skill sets are appropriately maintained. Provide staff with leadership, coaching and development to retain skilled workers. Encourage staff development and education. Look for creative options for staff augmentation and outsource/contract technical work when appropriate.

Requirements

Bachelor's degree required, Master's degree in Information Systems/Management, Technology preferred. If lieu of Master's degree, the equivalent in technical certifications and experience required. Minimum ten years experience in a Health IT senior leadership role. Solid and proven experience working with diverse communities in a non-profit or healthcare setting. Demonstrated experience supervising managerial and professional level staff is required. Experience in preparation and management of Technology Department's annual budgeting, assess and communication of risks associated with infrastructure technology related to investments and purchases preferred.
