Job description

This position will fill a key role on priority projects in support of the New York State Office of Mental Health's mission. The goal of the HHS_OMH_PRJ0251615 - EHR Interface Analysis & App Modification Implementation project is to develop application interfaces for the new Electronic Health Record (EHR) system and support other OMH initiatives as needed. Responsibilities Execute the full Software Development Life Cycle (SDLC). Develop and maintain applications using Microsoft Visual Studio 2022 or higher. Write code using MVC Architecture, C#, ASP.NET, Web API, .NET, JavaScript, JSON, AJAX, HTML, XML, DLL, and Windows Communication Foundation (WCF). Prepare Oracle scripts to create and modify database objects including tables, indexes, constraints, triggers, views, stored procedures, and packages. Perform data conversion and migration activities when required. Diagnose and troubleshoot application rules, calculations, and reporting issues using Crystal Reports. Mentor and assist state employees and consultants by providing technical guidance on debugging, troubleshooting, security, deployments, data access, communications, and system architecture. Utilize source code repositories such as Team Foundation Server (TFS), Git, Tortoise SVN, or Visual SVN for version control and branching. Work within the IT Service Management (ITSM) system to manage incidents, service requests, and coordinate requests with ITS teams. Coordinate application releases and changes with ITS Chief Operating Office personnel. Diagnose and resolve production issues reported through ITSM and participate in bridge calls for critical incidents. Report daily task status and outstanding issues to the project supervisor. Requirements

84 months of experience using Microsoft Visual Studio to develop and maintain applications using C#, ASP.NET, Web API, and n-tier web architecture. 84 months of experience developing web applications utilizing HTML, XML, JSON, AJAX, JavaScript, jQuery, Bootstrap, and Cascading Style Sheets (CSS). 84 months of Oracle database development experience including database design, PL/SQL, stored procedures, packages, triggers, indexes, views, and table creation. 84 months of experience with Service-Oriented Architecture (SOA), secure .NET Web Services, Windows Communication Foundation (WCF), SOAP, REST APIs, message queues, package management, and Enterprise Service Bus (ESB). 72 months of experience using Team Foundation Server (TFS), GitLab, and CI/CD pipelines for source code management. 72 months of experience collaborating with UI/UX teams, Business Analysts, Architects, and Project Managers to define technical requirements and delivery timelines. 24 months of experience developing applications containing HIPAA Protected Health Information (PHI), HL7, and/or FHIR healthcare data. 24 months of experience implementing user provisioning, authentication, and authorization using OKTA, LDAP, RSA, and Access Manager. Preferred Skills Experience with Crystal Reports. Experience supporting Electronic Health Record (EHR) implementations. Experience with Oracle data migration and conversion. Strong troubleshooting and production support experience. Experience mentoring development teams. Strong communication and documentation skills.
