The IT Program Manager provides strategic oversight and coordination of the agency's enterprise IT portfolio, including applications, infrastructure services, and SaaS solutions. This position ensures technology initiatives align with agency and CIO priorities through portfolio management, program governance, vendor coordination, budgeting, and resource planning. The IT Program Manager oversees IT project lifecycle activities within a PMO framework, facilitates collaboration across business and technical teams, and supports the delivery of secure, reliable, and compliant technology solutions that advance agency goals.
Program Portfolio Governance and Strategic Planning: Provides oversight of enterprise IT programs, applications, and technology initiatives to ensure alignment with agency and CIO priorities. Develops and maintains technology roadmaps, supports project portfolio management activities, and coordinates project intake, prioritization, planning, execution oversight, and post-implementation reviews.
Vendor, Budget, and Resource Management: Coordinates vendor relationships, contract performance, service expectations, and SaaS solutions to support agency technology needs. Assists with budgeting, forecasting, procurement planning, and resource management to ensure technology investments align with operational priorities and long-term goals.
Cross-Functional Coordination and Stakeholder Engagement: Facilitates collaboration among IT teams, business units, leadership, and external partners to manage dependencies, resolve issues, and support successful delivery of technology initiatives. Promotes communication and alignment across programs, projects, and operational services.
Risk Management, Governance, Reporting, and Continuous Improvement: Supports IT governance by identifying risks, tracking compliance requirements, and ensuring technology initiatives align with security, accessibility, and agency standards. Provides portfolio reporting, performance insights, and recommendations to improve processes, service delivery, and project outcomes.
Requirements
Education - Associate degree in computer science, information technology, engineering, business administration or a related field. Experience - Seven years of experience in leading, managing and monitoring multiple IT projects in multiple IT principles utilizing best practice project management methodologies. Experience managing and maintaining relationships with Stakeholders and executive sponsors.

Seven years' experience in: project financial management such as budgeting, cost estimation, planning and forecasting; Risk management associated with IT projects and developing mitigation strategies; leading cross functional teams and supervision project team, fostering a culture of collaboration and knowledge sharing; managing conflicting priorities, and resolve issues; vendor management concepts such as reviewing regulatory and compliance requirements, creation and review of Statement of Work (SOW) or Request For Proposal (RFP), negotiating contracts with vendors., Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field. State of Kansas Project Management Certification, Project manager training and certification such as Project Management Institute (PMI), waterfall. and Agile approaches. Project Management Methodology Certification or a traditional IT Project Management Methodology Certification or obtain certification within one year of employment.

Experience managing IT portfolios, technology programs, or cross-functional initiatives involving multiple projects, stakeholders, vendors, and technical teams. Experience with IT governance, strategic planning, resource coordination, and technology service delivery is preferred.
Special Knowledge Skills and Abilities: Knowledge of IT project and program management principles, portfolio governance, business analysis practices, and technology service delivery processes. Demonstrated experience leading technology projects, coordinating multiple initiatives, and applying project management methodologies using tools such as Microsoft Project, Monday, Jira, ServiceNow, or similar platforms.
- Ability to analyze complex technical and business information, manage competing priorities, and support strategic decision-making. Demonstrated ability to coordinate across technical teams, business stakeholders, executive leadership, and external vendors to achieve successful technology outcomes.
- Strong communication, organizational, and leadership skills with the ability to facilitate meetings, manage stakeholder expectations, monitor project and program performance, and provide clear reporting and recommendations. Ability to support IT governance, risk management, budgeting, and continuous improvement activities.

Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas.
