Job description
APV is seeking a technical Lead and AI SME to support our elite client at CMS on a system modernization and integration project., * Serve as the senior technical lead and AI subject matter expert for system modernization, operations, integrations, DevSecOps, data platforms, and shared services.

Design and deliver secure, scalable solutions using CMS-approved technologies and environments, including AWS services, Snowflake, Databricks, Tableau, GitHub, Jira, Confluence, SonarQube, Snyk, and related CMS enterprise tools.

Lead technical architecture for core system components, dashboards, model-lifecycle integrations, API layers, Snowflake data shares, real-time or more frequent data capabilities, user identity support, and reusable model services.

Identify and implement practical AI/ML use cases for comparable CMS/CMMI systems, including AI-assisted data validation, deployment support, requirements drafting, code generation, test automation, anomaly detection, and knowledge management using CMS-approved tools only.

Ensure AI solutions include human review, auditability, explainability, data protection, privacy safeguards, security review, and clear alignment to CMS mission value.

Guide DevSecOps, CI/CD, infrastructure as code, automated testing, scanning, monitoring, release readiness, and production operations in alignment with CMS governance and the AWS Well-Architected Framework.

Collaborate with product, HCD, QA, interoperability, security, CMS OIT, model teams, and peer contractors to translate model needs into implementable technical solutions.
Requirements

Bachelor's degree in computer science, engineering, information systems, data science, artificial intelligence, or a related technical field; advanced degree preferred., * Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access. This role supports sensitive federal programs and involves elevated access to systems and data.

Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs.

Must be authorized to work in the United States without employer sponsorship now or in the future.

Direct experience supporting CMS or HHS technology programs, systems, architecture, data, or modernization initiatives is required; direct CMS delivery experience is strongly valued.

Ten or more years of technical leadership experience in software development, enterprise architecture, cloud modernization, DevSecOps, data integration, or federal health IT delivery.

Experience designing and delivering solutions using technologies comparable to those required for comparable CMS/CMMI systems and integrating with CMS or federal healthcare data sources and standards.

Demonstrated expertise in AI/ML applications, including responsible use of AI, human-in-the-loop controls, model/output validation, AI-assisted development, automation, or data-quality use cases.

Hands-on knowledge of AWS cloud services, APIs, microservices, CI/CD, automated testing, security scanning, observability, data pipelines, and modern application architectures.

Ability to lead technical teams, make architecture decisions, communicate tradeoffs, and work effectively with CMS product owners, OIT stakeholders, security teams, and business users.
PREFERRED QUALIFICATIONS

CMMI model operations, APMs, QPP, participant data, RMADA, accountable care, or value-based care experience is preferred.

Experience with CMS cloud environments, AWS GovCloud or CMS AWS, Snowflake/data shares, Databricks, Tableau, GitHub, SonarQube, Snyk, Jira, Confluence, Okta, ServiceNow, and CMS TRA/TLC processes.

Experience with healthcare interoperability, HL7/FHIR, USCDI, clinical terminology, administrative claims data, quality measures, or payment model data.

AWS, AI/ML, data engineering, architecture, SAFe/Agile, security, or DevSecOps certifications.
