Job description

As a Data Consultant at Highberg, you advise both public and private sector organizations, including regulators, government ministries, pension funds, and insurance companies, on how to organize, strengthen, and mature their data organizations. Without reliable data, organizations cannot operate effectively. How can a pension fund make accurate pension payments if the underlying data is incorrect? How can a regulator enforce compliance if the required information is incomplete or inconsistent? Data is a strategic asset that requires clear policies, ownership, quality standards, and governance.

This is where your expertise makes a difference. You help organizations gain control over their data and translate that control into tangible improvements in the way they operate, collaborate, and make decisions. The challenges you work on are diverse, complex, and meaningful. For example, we have supported organizations in the public safety domain in establishing fully-fledged data organizations and contributed, together with another leading consulting firm, to the development of the Dutch Intergovernmental Data Strategy, the foundation for data governance across the Dutch public sector.

You keep up with developments such as European legislation and emerging technologies and help organizations determine how these changes should be incorporated into their operating models and governance structures.

  • You support clients in establishing data ownership, defining roles and responsibilities, and working closely with Chief Data Officers (CDOs), data owners, and data stewards. You design data strategies, policies, and governance frameworks for the responsible sharing and use of data, while ensuring alignment with privacy, security, and ethical standards.
  • You facilitate workshops and stakeholder sessions where fundamental questions are addressed: What do we mean by data? Who owns it? What level of quality is required for specific purposes? How should quality be measured and managed? Working closely with colleagues from change management, enterprise architecture, security, and privacy disciplines, you help clients embed sustainable, data-driven ways of working throughout their organizations.
  • In addition, you build long-term client relationships by actively maintaining your professional network, identifying opportunities, and translating them into new engagements and partnerships. You contribute to the growth of the team by sharing knowledge, helping to develop propositions and frameworks, and supporting colleagues where needed., * Attractive and comprehensive employment conditions: a salary of €3.000 - €4.000 for a Junior Consultant, €4.000 - €5.000 for a Medior Consultant, and €4.500 - €8.000 for a Senior Consultant, excluding holiday allowance, with variable compensation aligned with the responsibility and impact of your role, complemented by paid leave, mobility options, and a pension scheme.

Depending on the role, we may ask you to work on a short case, give a presentation, or have an additional conversation. This gives both you and us a better view of your expertise and way of thinking in practice.

Requirements

  • You enjoy diving deep into complex data challenges and are only satisfied when solutions work not just in theory but also in practice. You are proactive, take initiative, and quickly find your way within organizations. You communicate clearly and are able to navigate political, organizational, and stakeholder dynamics with confidence.

  • Through experience, you have developed a strong understanding of what works-and what doesn't-when establishing effective data governance. You use these insights to help organizations move forward. You also have an interest in adjacent domains such as data architecture, data platforms, artificial intelligence, privacy, and ethics. Experience in one or more of these areas is considered a strong advantage.

  • You possess a commercial mindset and can identify opportunities within existing client relationships. You are able to turn substantive discussions into concrete follow-up proposals and long-term collaborations. An existing professional network is a plus.

  • You are AI-literate and know how to leverage data and AI to enhance analyses and improve processes and governance challenges., * You hold a bachelor's or master's degree, preferably in Business Administration, Public Administration, Information Management, Information Science, Business Analytics, or a related field. You have excellent written and verbal communication skills in Dutch and a good command of English.

  • You bring several years of experience as a consultant, advisor, or specialist in the data domain, for example as a Policy Advisor, Data Steward, Data Officer, or Data Consultant.

  • You have proven knowledge of data management standards and frameworks such as DAMA DMBOK and are able to translate them into practical, actionable solutions.

  • You also have experience with data and analytics tools such as Power BI, Databricks, and cloud-based data platforms, including Microsoft Azure. Certifications such as Certified Data Management Professional (CDMP), SAFe/Agile, or TOGAF are considered a plus.
