Job description
The Office of Mental Health (OMH) is seeking an experienced Java Software Architect to lead the redesign and modernization of a Java-based Health Information Exchange (HIE) application by replatforming it onto enterprise-supported technologies. The consultant will architect scalable solutions, support real-time healthcare data exchange, and guide modernization efforts while ensuring compliance with healthcare security standards. Responsibilities: Lead the redesign and modernization of an existing Java application to enterprise-supported technologies. Support real-time exchange of HL7 healthcare messages (ADT, VXU, RDE, and other message types) between OMH systems and Qualified Entities. Create application architecture, infrastructure diagrams, and technical documentation. Debug and troubleshoot complex Java applications and APIs. Architect, develop, and manage migration to modern infrastructure platforms. Design secure, scalable, and maintainable enterprise applications. Collaborate with technical teams to establish coding standards, architecture, and best practices. Conduct code reviews and provide technical leadership. Develop programming guidelines and mentor development teams. Requirements
84 months of experience designing, coding, testing, maintaining, upgrading, and debugging Java 8/J2EE distributed applications. Extensive experience with REST APIs, Spring Boot, Microservices, API Gateway, Domain Models, and Web Services. 84 months of experience designing and implementing enterprise APIs including routing, reverse proxying, load balancing, and optimization techniques. 84 months of experience designing secure enterprise applications using Secure SDLC (SSDLC), encryption/decryption, security APIs, transport/message security, SAML, and Multi-Factor Authentication (MFA). 84 months of experience with version control, Continuous Integration (CI), deployment, and automated testing. 48 months of experience working on Public Sector Government IT projects. 48 months of experience implementing HIPAA-compliant healthcare applications, including data encryption and security standards. Bachelor's degree in engineering, Computer Science, MIS, or a related technical discipline.
