The Office of Mental Health (OMH) is seeking an experienced Java Software Architect to lead the redesign and modernization of a Java-based Health Information Exchange (HIE) application by replatforming it onto enterprise-supported technologies. The consultant will architect scalable solutions, support real-time healthcare data exchange, and guide modernization efforts while ensuring compliance with healthcare security standards. Responsibilities: Lead the redesign and modernization of an existing Java application to enterprise-supported technologies. Support real-time exchange of HL7 healthcare messages (ADT, VXU, RDE, and other message types) between OMH systems and Qualified Entities. Create application architecture, infrastructure diagrams, and technical documentation. Debug and troubleshoot complex Java applications and APIs. Architect, develop, and manage migration to modern infrastructure platforms. Design secure, scalable, and maintainable enterprise applications. Collaborate with technical teams to establish coding standards, architecture, and best practices. Conduct code reviews and provide technical leadership. Develop programming guidelines and mentor development teams.
