Job description

Embracing Service, Inspiring Innovation, Promoting Teamwork, Pursuing Excellence, and Advancing Equity Serves as a member of the Agency's IT Network Section responsible for handling incidents, service requests, and as an on-rotation/primary network after-hours emergency contact. Provides proactive and reactive support for all Agency data and communication network environments located throughout the state. Responds to and troubleshoots network problems and related individual user hardware or software issues. Manages inventory and life-cycles of network equipment, coordinates with vendors for professional services and equipment purchases. Handles network analysis, monitoring, patching, installation, diagnostics, troubleshooting, and configuration of the data networks. This position will support the agency network with a focus on Public Health.

  • Serves as a senior operational resource primarily responsible for supporting the day-to-day continuity, stability, reliability, and availability of the Agency's enterprise network infrastructure across regional and statewide locations. Responsibilities primarily include operational monitoring, incident response, outage remediation, service restoration, escalation handling, and maintaining reliable connectivity for mission-critical systems and services to support Agency business operations.

  • Collaborates closely with regional IT staff and stakeholders throughout the state to coordinate enterprise network operations, projects, infrastructure initiatives, maintenance activities, and communication efforts. Serves as a primary point of contact for regional coordination and supports effective communication, technical collaboration, and successful implementation of Agency technology initiatives.

  • Assists with the network architecture/engineering including: planning, configuration, installation, monitoring, maintenance, troubleshooting, repair, upgrade, and life-cycle management of the Agency's enterprise network and security infrastructure, including LAN/WAN, Internet, VPN, VoIP, wireless, routing, switching, firewall, and related systems and datacenters.

  • Monitors and reviews network infrastructure, system logs, alerts, and operational data to help ensure compliance with Agency standards, cybersecurity best practices, and operational requirements. Assists with maintaining appropriate firmware, software, and security patch levels for supported infrastructure and devices. (10%)

  • Maintains accurate and current technical documentation, network diagrams/toplogies, backups, configuration templates, production configurations, VLAN assignments, IP addressing records, and related operational information for Agency network infrastructure and systems.

  • Collaborates with IT teams, cybersecurity personnel, vendors, service providers, and stakeholders to support Agency initiatives involving migrations, integrations, compliance, infrastructure modernization, disaster recovery, business continuity, hardware refresh, operational improvement, and other enterprise technology initiatives.   • Responsible for maintaining accurate inventory records for network infrastructure, equipment, components, and licensing, to support life cycle management, procurement, and infrastructure planning.

Requirements

State Minimum Requirements: A bachelor's degree in information technology systems, computer science, or a related field and experience in information technology systems or a related area. Relevant experience may be substituted for the bachelor's degree on a year-for-year basis. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation. Agency Additional Requirements: A working knowledge of enterprise networking technologies, protocols, and security systems, including routing, switching, wireless, SD-WAN, VPN, VLANs, subnetting, and network segmentation within multi-site environments. Ability to plan, install, configure, secure, manage, maintain, troubleshoot, document, and repair network infrastructure across all life-cycle stages and conceptual network layers, including multilayer switches, routers, firewalls, NAC/802.1X systems (i.e. ISE), servers, and enterprise application ecosystems. Foundational understanding of routing protocols such as BGP, OSPF, and EIGRP, along with Windows-based network services including DHCP, DNS, and domain administration. Experience supporting Cisco, Meraki, and Aruba infrastructure, troubleshooting LAN/WAN connectivity issues, coordinating with service providers for trouble resolution, and managing enterprise switch deployments. Ability to utilize command-line and web-based management tools (i.e. SecureCRT, PuTTY etc.) to configure, monitor, troubleshoot, and ensure the confidentiality, integrity, and availability of enterprise network infrastructure. Demonstrates excellent written and verbal communication skills with a proven history of delivering high-quality IT customer service. The usual and customary methods of performing this job requires the following physical demands: lifting, carrying, pushing and/or pulling up to 50 pounds; some climbing and working in tight spaces (i.e. behind network racks); ladder use; stooping, kneeling, crouching and/or crawling; significant reaching, and handling of equipment and of boxes. This job is performed under minimal temperature variations working mostly indoors . Must be reachable and able to respond to Agency provided smartphone 24x7 though after-hours emergency calls are expected to be rare. Must possess a valid driver's license. Regular travel will be required generally within the geographic area encompassing the State of South Carolina. Some overnight travel may rarely be required. Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate.
