Requirements
The ideal candidate is a seasoned and proactive Human Resources data expert with a proven mastery of federal HR information systems, particularly PowerBI, Business Objects (BOXi), and PowerApps. This individual possesses an innate ability to not only extract and manipulate complex datasets but also to conduct deep-dive analyses, turning raw data into actionable intelligence and strategic recommendations for senior leadership. As a natural problem-solver and leader, they are adept at independently managing projects, developing automated solutions for HR processes, and mentoring junior team members. Their exceptional communication skills allow them to translate highly technical information into clear, compelling briefings and to build strong collaborative relationships across various DAF, Field Command, and installation organizations. Ultimately, this professional is a forward-thinking innovator who combines deep knowledge of federal HR principles with advanced technical skill to drive data-centric decision-making and enhance the operational effectiveness of the U.S. Space Force.
Key Skills and Abilities:
- Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions.
- Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, fact finding and analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods.
- Knowledge of databases, higher-order programming tools and retrieval languages associated with the HR information system(s) and system capabilities, procedures, limitations and retrieval options.
- Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures.
- Skill in conducting reviews and analyzing and assessing HR data analytics to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
